The Position

The Opportunity
The Director, State Policy is a leader on the State Policy Team within the US Policy & Evidence Team in External Affairs. The Director supports the Senior Director in leading and executing Genentech’s work on advancing state policy solutions and mitigations to ensure patient access and drive business performance. The Director will work across the organization to achieve alignment of state policy priorities and co-create advocacy strategies to advance priorities in multiple settings. This role is visible both internally and externally. The Director will serve as an advocate for Genentech to deliver policy expertise to shape external policy discussions and agendas, while advancing Genentech’s business priorities.

Key Responsibilities

Serve as a versatile subject matter expert on priority state policy issues affecting patient access, pricing, and key business drivers

Work independently to monitor, analyze and summarize state developments;

Draft rapid response and analysis of high-profile legislative or regulatory proposals, including preparation of amendments, talking points, position statements, presentations and other materials; and,

Lead development and updating of advocacy and policy materials in coordination with other departments and translate policy research and analyses for effective use in Genentech advocacy and business objectives.

Co-develop strategies to advance policy solutions on challenging and complex issues, working with internal and external stakeholders to advance Genentech positions and shape positions of trade associations and third-party stakeholders in collaboration with the Issue Advocacy & Alliances Team

Work across the External Affairs Team to understand goals, objectives, and needs, and manage issues proactively to support state and federal policy goals and objectives;

Identify gaps in access, coverage and reimbursement and recommend action to fill the gaps; direct work with internal and external partners and stakeholders to address identified gaps; and,

Engage across the US Policy & Evidence team to incorporate federal policy positions and impact in state work and ensure pull-through of Genentech’s evidence generation tactics;

Provide state policy inputs and recommendations into appropriate business strategies, plans, goals and tactics (i.e., price plan; contracting; finance reserves).

Lead, as appropriate, and participate in, internal and external workgroups on current and emerging policy issues.

Serve as EA point of contact for external professional organizations, special interest groups, and/or cross company research initiatives. Share best practices and provide recommendations for action to Genentech.

Technical & Business Expertise: The Director will possess in-depth knowledge and understanding of state health policy, legislative and regulatory processes and strategies for influencing policy decisions. The Director will possess the ability to assess the impact of proposed and enacted policies on Genentech’s portfolio and priorities. 

Strategic Agility: The Director will identify and act quickly on opportunities and threats for Genentech’s portfolio. The Director will drive outcomes by tapping into the power of their relationship network and consider diverse sources of information to aid decisions that have visible impact. 

Inspiring & Influencing: The Director will motivate peers and colleagues across the organization, without direct authority. This individual is skilled at bringing diverse groups together and driving consensus to achieve results.

Teamwork & Collaboration: The Director will develop and maintain relationships with internal and external stakeholders and share in-depth state policy knowledge across these networks. This individual will develop and execute strategies and tactics required to advance policy objectives while maintaining influence and credibility in a multi-stakeholder environment. The Director demonstrates superior teamwork and collaboration.

Communication: The Director will translate complex policy issues in a tailored manner to a wide variety of audiences. This individual will possess strong verbal and written communication skills and leverage these skills to create and edit written documents,prepare oral presentations and other materials for internal and external stakeholders.

Required Qualifications

You have a Bachelor's Degree  

Qualified candidates should understand the legislative and political process and have 8+ years of experience working in policy and advocacy.  

Develops and maintains strong relationships with key stakeholders.  

Demonstrates experience in core health care policy issues and other related expertise in issues of critical importance to the company and our business. 

Experience working with a variety of stakeholders, including trade associations and coalitions, and ability to proactively drive objectives by effectively bringing individuals together.  

Demonstrates ability to utilize strong analytical, oral and written skills in order to communicate targeted messages to a diverse group of internal and external stakeholders.  

Possesses strong ability to set clear objectives and effectively implement comprehensive strategies that include advocacy, coalition building, messaging, material generation and other means necessary in order to meet defined goals.  

The candidate must be a motivated individual who can support the team’s strategic direction while working collaboratively across Genentech Public Affairs and Access.

The expected salary range for this position based on the primary location of Washington DC is $156,700/yr to $291,100 .  Actual pay will be determined based on experience, qualifications, geographic location, and other job-related factors permitted by law.  A discretionary annual bonus may be available based on individual and Company performance.  This position also qualifies for the benefits detailed at the link provided below.
