The Division of Administration/Office of State Uniform Payroll has a vacancy. This job title has an assigned pay grade of AS-619.
This vacancy will be filled by promotion of a current permanent status classified Division of Administration employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
Preference will be given to candidates with payroll and LaGov HCM experience.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in accounting, auditing, financial operations, payroll, banking, or human resources; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, banking, or human resources; OR
A bachelor’s degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, banking, or human resources; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, statistics, public administration, or human resources plus four years of experience in accounting, auditing, financial operations, payroll, banking, or human resources; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, statistics, public administration, or human resources plus three years of experience in accounting, auditing, financial operations, payroll, banking, or human resources; OR
Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, banking, or human resources.

To manage staff in one of the statewide compensation management programs within the Office of State Uniform Payroll (OSUP).

Job Distinctions:
Differs from State Uniform Payroll Analyst 3 by the presence of direct supervisory responsibilities.
Differs from State Uniform Payroll Coordinator by the emphasis on direct line supervision over subordinate staff as opposed to emphasis on major project responsibility and liaison/consultant role.
Examples of Work
Supervises staff in one of the programs within the statewide compensation management system, such as Benefits Administration, Wage and Tax Administration, and Garnishment and Financial Administration.
Manages all aspects of the Payroll Deduction Rule to assure vendor compliance. Presents vendor application data and agency/employee complaints to Employee Payroll Benefits Committee for review and action. Reports the results of the Committee to the Director for submission to the Commissioner of Administration and assists in modifying the Rule in accordance with executive management policy or statutory requirements.
Oversees all statewide actions associated with garnished wage notices and judgments.
Assures the proper, accurate and timely reporting and payment of federal and state taxes. Assures proper reporting of multiple state taxes being paid through the system.
Assures 403B Tax Shelter Annuity reporting is done in accordance with wage and tax regulations under the Internal Revenue Service Codes.
Oversees the reconciliation of the office's Payroll Clearing Fund in the Advanced Financial System (AFS) to the Human Resource (HR) Integrated Statewide Information System (ISIS) FI Accounts Payable System. Assures payroll structure is properly established in the Advanced Financial (AFS).
Oversees the production of payroll, off-cycle, and vendor checks on in house Magnetic Ink Character Recognition (MICR) printer and folder/sealer on a daily, biweekly and monthly basis. Directs staff in vendor payments and reconciliations.
Supervises activities associated with the Division of Administration Mandatory Direct Deposit Program and assists the Director with initiatives to increase participation.
Confers with agency fiscal and administrative management personnel to resolve highly complex fiscal compensation and benefit problems, provide best business practice guidelines and recommend alternatives in operations. Confers with Office of Statewide Integrated System (OSIS) staff to report Human Resource (HR) Integrated Statewide Information System (ISIS) problems and initiate upgrades as required by changes in federal and state laws and Office policies.
Responds to Legislative Auditor, Internal Revenue Service, La. Department of Revenue, multiple states and Social Security Administration on all payroll accounting, wage, garnishments, benefits and tax related questions and audits as incurred by a centralized payroll office.
Directs the development and presentation of training classes associated with office policies and procedures, flexible benefits plan, benefits, and federal/state reporting requirements, garnishments and laws and best business practices.
Researches state-of-art governmental accounting techniques; identifies, adapts, and oversees the implementation of programs and methods applicable to the Human Resource (HR) Integrated Statewide Information System (ISIS), governmental accounting and best business practices.
Directs and/or participates in special projects as assigned.
