POSITION OVERVIEW

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
1. Coordinates a variety of engineering plan review related to stormwater infrastructure. Provides technical guidance and training to technical staff.
2. Manages, reviews and monitors work activities performed by external consultants related to Pre-Engineering.
3. Reviews plan and profile sets submitted to the Office of the City Engineer for compliance with State and Federal Regulations, the City's Code of Ordinance, and the City's Infrastructure Design Manual to ensure the proper design and construction of storm sewer utilities. Makes appropriate comments and notes on the submittals, and ultimately after corrections are received, approves and signs the design sets. Assesses projects against stormwater quality requirements as mandated by the Texas Commission on Environmental Quality (TCEQ) and permits those that meet the criteria.
4. Communicates and coordinates with other members within the group, personnel in other Houston Public Works service lines/branches, and other departments, engineering consultants, technical professionals, and the public to address inquiries and prepare responses.
5. Provides guidance to graduate engineers to conduct their assigned tasks.
WORKING CONDITIONS
This position is physically comfortable; the individual has some discretion about walking, standing, bending, lifting etc.
This is a Houston Public Works Department position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing;
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the (8) eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS
Requires (4) Four years of active practice in engineering work after graduation from an approved curriculum in engineering are required.
Substitution: A Master's degree in Engineering may be substituted for up to (2) two years of the above experience requirement.
LICENSE REQUIREMENTS
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
May require a valid Texas Driver's License and be in compliance with the City of Houston policy on driving. (A.P. 2-2).
PREFERENCES
Preference shall be given to applicants who possess knowledge and experience in roadway drainage design of major thoroughfares and collectors; have knowledge and experience in private development drainage design; familiar with the City of Houston Infrastructure Design Manual for subsurface utilities design; have the ability to use Geographic Information System (GIS) and associated tools; and have strong communication skills and who are team oriented.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
