It is an exciting time to work for the Adams County Public Works Department, we are looking for a dedicated and collaborative individual to join our team. The Stormwater Inspector position is responsible for assisting with the implementation and compliance of Adams County's stormwater quality management program to meet the requirements of the County's Separate Storm Sewer System (MS4) discharge permit. The ideal candidate will be an individual who has stormwater enforcement experience in a government setting. This ideal candidate will be able to work independently with little supervision and is also a motivated team player who enjoys working with a diverse population groups.This is primarily a field position.
The workload is typically split into 70% field work and 30% office work.
Examples of Duties for Success
+ Inspects and enforces stormwater regulations at construction projects, private and public drainage facilities, emergency illicit discharges investigations, outfall monitoring, county owned facilities, and operations within the boundaries of Unincorporated Adams County's Municipal Separate Storm Sewer System (MS4) permit (https://www.adcogov.org/stormwater-quality-swq-permit-construction-activities) area to ensure the County remains in compliance with MS4 permit requirements.
+ Duties also include illicit discharge inspections within unincorporated county-wide areas.
+ Enforcement Role: Investigates and enforces stormwater violations and follows up as necessary to ensure compliance with the MS4 permit.
+ Duties include the application of discretion and judgment in the interpretation of pertinent codes and regulations when performing inspections Code enforcement actions include verbal and written warnings, Notice of Violations, that may result in an issuance of stop work orders, etc. as well as administration of abatement enforcement projects.
+ Experience in reading and understanding Stormwater Management Plans and specifications. The ideal candidate will also be familiar with roadway plans, subsurface utility engineering plans, grading plans, construction document terminology, construction specifications, drainage facilities construction plans, and long-term maintenance of ponds, bioretention basins, sand filters, pervious pavers, and other green infrastructure.
+ Conduct stormwater inspections in a timely manner, according to a set inspection schedule, meeting the MS4 permit inspection frequencies and efficiently organizing workload according to priorities based on limited time and resources.
+ Adjust to changing work conditions and unexpected assignments triggered by illicit discharge notifications which may need immediate attention. No illicit discharge after-hours work, nor over-time expected.
+ Prepares clear and detailed inspection records and files pertaining to the County's MS4 Permit.
+ Collects and compiles essential information, including field monitoring water sampling, meeting chain of custody requirements for the delivery of samples to a laboratory testing facility.
+ Responds to inquiries from contractors, the public, and other agencies relative to County stormwater quality regulations, policies, and procedures.
+ Assists with stormwater management program annual reviews.
+ Performs minor labor work, such as sweeping, installing, or removing rock socks, picking up trash, opening storm manhole lids, ability to lift 50-100 lbs., etc.
+ Clearly communicates and explains violations. Must be comfortable communicating with contractors, HOA's, property owners, and business owners about inspection requirements. results, and completion deadlines. In addition, provides enforcement recommendations for internal approval.
+ Assists with public education events, as necessary.
+ Process improvement oriented. Brings innovative ideas to continue enhancing the stormwater program.
+ Makes recommendations to Supervisor concerning methods and standard procedures.
+ Performs other related duties and responsibilities as required such as assisting with Stormwater Utility customer education, Floodplain Program and responding to drainage complaints.
Qualifications for Success
+ Organizational and document management skills; ability to complete and thoroughly document all inspections in a timely manner.
+ Knowledge of regulatory issues, permitting standards and practices that ensure stormwater quality compliance with County stormwater quality permits, requirements, and regulations.
+ Knowledge of a variety of development documents, including subdivision plats, construction plans, and stormwater management plans.
+ Knowledge of the installation and maintenance of sediment and erosion controls and best management practices (or control measures) to mitigate pollutant discharges into drainage systems.
+ Ability to perform stormwater monitoring, sampling, reporting, and technical support.
+ Enforce standards, regulations and ordinances related to stormwater pollution and illegal dumping.
+ Ability to apply conflict resolution and problem-solving skills.
+ Adjust to changing work conditions and unexpected daily assignments triggered by illicit discharge requests.
+ Ability to deal with concerned citizens, developers, and contractors in a professional manner.
+ Computer Skills: Basic GIS/GPS tools. The ideal candidate will have experience in software such as Cartegraph, Accela document management software.
+ Communicate clearly and concisely, both orally and in writing.
+ Maintains professional relationships with co-workers, developers, consultants, contractors, and the public.
More Qualifications for Success
+ Experience:Two (2) to four (4) years of progressive experience with stormwater quality compliance, construction, code enforcement environmental regulations, biology, watershed sciences, natural resources, or a combination of these fields.
Education:
+ Associate degree in Construction Management, Code Enforcement, Environmental Science, Environmental Engineering, Watershed Sciences, Natural Resources, or a related field from an accredited college or university, and two (2) years of experience; or
+ A combination of training certifications in Erosion and Sediment Control and four (4) years of progressive experience.
+ License or Certificate: Possession or ability to obtain, within the first 12 months of employment, 2 of the following certifications:
+ CDOT Erosion and Sediment Control Supervisor Certification
+ IECA - CISEC Inspector of Sediment and Erosion Control certification.
+ HAZWOPER 40-hour OSHA certification; or
+ ENVISION ENV SP Certification
+ Possession of a valid Colorado Class "R" driver's license and maintain a satisfactory driving record.
Background Check: Must pass a criminal background check.
Other: Ability to drive to various job site locations.
