Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business & Technical Management Professional Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint Warfighters. Responsibilities Serves as the Strategic Communications Specialist for the Program Executive Officer (PEO). Provides direction, assistance, and support for all operations and activities pertaining to strategic communications for the PEO. Responsible for planning, advising, preparing, and coordinating information on a wide variety of programs and functions to higher authority. Supports PEO and Staff with various graphic support, graphics software, and briefing support. Vido development for awareness and communication of PEO mission and accomplishments. Serve as the PEO informational historian for briefs, portfolios and organizational structure. Oversees day-to-day management of strategic communications activities and provides leadership for internal and external projects to meet communications needs. Participates in discussions and conferences concerning long-range planning and strategic communications matters. Performs daily activities which require routine use of various multimedia systems, including graphics and video software. You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience, your resume must describe one year of specialized experience, equivalent to the NH-02 pay band in the Federal government, performing work that involves: (1) provide direction for all operations and activities pertaining to strategic communications; (2) prepare video development for awareness and communication of organization's mission and accomplishments; (3) develop and disseminate informational materials to the general public or specialized target groups for an organization; and (4) maintain working relationships with internal and external Army stakeholders. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This is a(n) Public Affairs & Communications Media Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. This position may be eligible for regular, and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis. You will be required to undergo background investigation leading to the successful adjudication of eligibility for a Secret Security clearance. Derogatory information developed during the background investigation, such as a criminal history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed be approved if eligible under specific conditions. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This is an Acquisition Demo Modified Term Appointment NTE 3 years and may be extended up to 5 years. Position may be extended an additional 1 year with approval. Employees hired under the modified term appointment may be eligible for conversion to career-conditional appointments or career appointments without further competition. To be converted, the employee must meet all of the following: a) Have been selected for the term position under competitive procedures, with the announcement specifically stating that the individual(s) selected for the term positions(s) may be eligible for conversion to career-conditional or career appointments at a later date; and; b) Have served two years of continuous service in the term positions; and (c) Have been considered to have adequate contributions and a fully successful performance rating for two assessment cycles (including the current assessment cycle) immediately preceding conversion.
