Position Summary
The Strategic Information Advisor will primarily support the USAID, Bureau for Global Health Office of HIV/AIDS (OHA), Strategic Information, Evaluation, and Informatics (SIEI) Division as a Credence Institutional Support Contractor (ISC).
USAID is at the forefront of the U.S. Government (USG) response in the fight against HIV. USAID is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this multi-billion dollar initiative in developing countries around the world. The Bureau for Global Health Office of HIV/AIDS (OHA) is the center of HIV technical leadership for the Agency with primary responsibility for the Agency’s HIV program. OHA provides strategic guidance, technical leadership, and support to country-based programs in HIV, including direction on allocation of financial and human resources and technical assistance in design, implementation and monitoring of HIV programs.
The Strategic Information, Evaluation and Informatics Division (GH/OHA/SIEI) provides strategic direction, technical leadership, and support to OHA and USAID missions in managing and utilizing data and data systems for epidemic control. The SIEI Division advances data science and infrastructure leading to smarter decision-making, improved USAID programs, and ultimately better health outcomes for beneficiaries. GH/OHA/SIEI is composed of four Branches - Health Informatics, Evaluation, Expenditure Analysis, and Strategic Information. The Strategic Information Branch (GH/OHA/SIEl/SI) provides technical expertise to support and promote data-informed decision making, through program monitoring, reporting and analysis to achieve HIV epidemic control. The Branch supports headquarters and missions by strengthening capacity for program monitoring and surveillance to improve HIV programs and to provide accountability, oversight and management of programs and partners. This position is closely works with the SI Branch Chief in the Strategic Information, Evaluation and Informatics Division on a daily basis.
The Strategic Information Advisor (the Advisor) will conduct integrated data analysis and will support the interpretation and dissemination of HIV-related data and analytics tools to facilitate data use for program improvement and decision-making for USAID stakeholders. The Advisor will work closely with technical program experts at USAID Headquarters and Missions in the development and execution of data analyses and visualizations.
The Advisor will develop/expand expertise in PEPFAR data systems and data sources, analytics, and visualizations in order to collaborate with technical and program stakeholders. The Advisor will develop single and multi-data stream analytics to be used to assess USAID’s program efficiency, effectiveness, and impact. Data sources to be analyzed include: annual and quarterly-reported programmatic data, high frequency data, quality of service, budget, expenditure, epidemiologic, among others
Salary RangeFull salary range for this position is $97,500 to 152,620 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.
Responsibilities include, but are not limited to the duties listed belowSupport USAID/Washington Technical Teams
Leverage data management, data analysis and data science techniques (e.g. statistical modeling) to inform public health strategies and analysesProvide technical support to OHA technical clusters and/or country clusters on data analysis, visualization, interpretation and use for HIV program improvement;Respond to ad hoc technical team and OHA Front Office data analysis and visualization requests as needed;Follow global developments and provide recommendations to USAID regarding the application of this information to USAID’s technical and strategic approaches; andMaintain up-to-date knowledge of data science practices and methods, the scientific literature on HIV/AIDS, and reports, international guidelines and standards generated by PEPFAR, global stakeholders and USAID.Support USAID Missions and Implementing Partners
Collaborate with USAID mission staff in selected countries on data-driven insights to monitor, evaluate, and improve HIV/AIDS programsProvide virtual and/or in-country technical support on strategic information, including but not limited to technical guidance on program monitoring and/or use or design of surveys/surveillance systems, data management, data quality checks and review, and/or data use;Contribute to PEPFAR quarterly data review efforts, including but not limited to validation/verification of data and/or modification and creation of data visuals;Provide technical leadership to USAID mission staff, PEPFAR country programs, host country governments and implementing partners with expert input to country-specific strategic information issues relating to HIV/AIDS;Serve as a subject matter expert in the triangulation and use of multiple types of HIV data, including program, epidemiological, surveys and surveillance, to gain insights; Assist USAID mission staff with the development of Country or Regional Operational Plans (COPs/ROPs), including target-setting, the creation of data deliverables, and ensuring the appropriate and strategic use of data and analytics.Support PEPFAR Interagency Work
Engage interagency PEPFAR teams, technical experts, country teams and other stakeholders on matters pertaining to the analysis, visualization, interpretation and use of program and epidemiological data for HIV program improvement;Support and conduct data analyses and visuals for use by USAID/Washington and mission-based staff; Work with SI Branch and interagency groups to develop interagency and USAID-specific country program reports, trainings, and technical area results; andCommunicate results of analyses through visuals that adhere to visualization standards and best practices. Education, Requirements and Qualifications Master’s degree and 6 years of relevant experience, Bachelor’s degree and 8 years of relevant experience, Associate’s degree and 10 years of relevant experience, or High School Diploma and 12 years of relevant experience.US permanent residency with the ability to obtain and maintain Facility Access or US citizenship with the ability to obtain and maintain a Secret Clearance.Experience in public health data management, preferably HIV-related, with an international or resource challenged setting preferred;Demonstrated experience/expertise in analytics and statistical software such as Tableau, Excel, Stata, or SPSS; Proficiency in R or Python is desirable;Demonstrated experience in data analysis, visualization and presentation of data;Strong oral and written communication skills;Comfortable working both independently and collaboratively;Demonstrated experience working with large datasets and survey datasets;Ability to travel internationally and/or domestically approximately 10-30%, as needed.Competencies/Performance Criterion
