Job Description: The Iowa Department of Homeland Security and Emergency Management (HSEMD) is seeking a highly motivated, detail oriented, solution focused individual to serve as the department’s Strategic Planner within the Preparedness Bureau. TheStrategic Plannerwill analyze current long-term goals and objectives, identify opportunities and challenges, and formulate strategies to achieve the desired outcomes. The position reports to the Preparedness Bureau Chief, but also works closely with the planning team as well as other bureaus within the department. The position is located at the Iowa National Guard Joint Forces Headquarters in Johnston, IA. Desired skills and abilities include: + Possess a high degree of organizational skills + Process driven and willing to learn + Communication skills to include writing, speaking, listening and negotiating + Effective time management skills + Professional with a strong work ethic + Reliable and self-discipline + Resilient and agile What you will do: You will be an integral member of the HSEMD team by providing subject matter expertise and detailed planning in support of the department’s mission by: + Coordinating with public and private sector partners to compile, document, and draft reports and plans needed to meet all federal requirements (e.g., Homeland Security Strategy, Stakeholder Preparedness Review, Threat and Hazard Identification and Risk Assessment, Core Capabilities Assessment and other reports and plans as directed). + Collaborating with internal teams to ensure all strategic planning efforts are coordinated and accurately represented in the Iowa Comprehensive Emergency Plan. Coordinate and compile information regarding critical infrastructure in the state to assess the resiliency of critical services and lifelines. + Leading the annual review of state priorities with the Homeland Security Advisory Committee, and helping coordinate grant funding opportunities. You will also manage specific grants, working closely with sub-grantees to ensure projects align with state and national goals. + Acting as the main point of contact for the Iowa Incident Management Team, offering administrative support and coordination during emergencies. + Serving as an operations officer when the State Emergency Operations Center is activated, helping assess and protect critical assets during disasters and ensuring coordination with infrastructure partners. + You may also take on other tasks as assigned by the Director, Response Division Administrator or Preparedness Bureau Chief. Experience would have also provided the ability to operationalize plans, guidebooks, and procedures in response to Homeland Security threats and natural disasters.
