Strategic Sourcing Specialist

Job Title: Contract Specialist

Location: Wilmington, MA

Job Type: On-site

Responsibilities:Negotiate, place, and manage complex, high-dollar subcontracts within a government acquisition environment, including both cost and fixed price material and service type subcontracts.Obtain program's contractual requirements and consolidate them into a comprehensive Request for Proposal (RFP) to protect the company's interests in data rights, proposal preparation costs, and intellectual property.Issue RFPs to prospective subcontractors.Examine bid responses and initiate cost and pricing analysis to develop negotiation strategies.Negotiate price, terms, and work scope.Originate formal subcontract documents and coordinate inputs and approvals from both functional and programmatic leadership stakeholders.Maintain required documentation for subcontract files, including all pertinent government Federal Acquisition Regulation requirements.Facilitate integrated program team (IPT) meetings to manage correspondence between the company and subcontractors.Verify invoices and give initial payment approval or disapproval, maintaining detailed accounts payable records for cost contracts.Participate in program meetings to obtain and transmit data and requirements to subcontractors.Monitor funding profiles and spend plans to recommend funding adjustments.Manage day-to-day subcontract delivery to maintain quality and delivery targets.Qualifications:Broad-based business experience with an emphasis on negotiating and administering contractual agreements, preferably in the industrial manufacturing field.Relevant experience in Procurement, Supply Chain Management, Government contracts, or a similar role.Demonstrated ability to conduct fact-finding on proposals over the TINA threshold.Strong communication skills (written and verbal).Knowledge of Federal Acquisition Regulations (FAR/DFARS).Ability to obtain a DoD Secret Clearance.Ability to work well with others.Proficiency with Microsoft Office Applications (Word, Excel, PowerPoint).Familiarity with Enterprise Resource Planning (ERP) systems (Oracle preferred).Additional Skills & Qualifications:Subcontract/Buying experience within the Defense/DOD industry.ERP experience (Oracle preferred, not required).Negotiation experience required.Benefits:Flexible Work SchedulesEducation AssistanceEmployee Resource Groups (ERGs)Career Development & Training OpportunitiesWellness Program (including Fitness Reimbursement)Medical, Dental, Vision & 401(K) with Company FundingPaid Parental Leave

Pay and Benefits

The pay range for this position is $100000.00 - $147000.00
