Stream Restoration & Education Coordinator - Albany NY
Plan short- and long-range educational programs; assist with development of program strategies; implement operating and administrative guidelines, policies and procedures.

Identify, define and implement plan of work and accountability measurements to meet and enhance program and development and training.

Design and conduct educational programs utilizing a variety of delivery methods.

Analyze and interpret data; prepare reports and make recommendations for programs based on analysis and complete quarterly reports.

Develop new funding sources; prepare and submit grant proposals and contracts to secure additional funding.

Prepare and develop educational materials.

Serve as subject matter expert and liaison between Cornell researchers, stakeholders and state and/or federal regulatory agencies to develop community support.

Oversee and implement media and marketing plan efforts; develop, edit and revise content; collaborate with authors and leaders.

Represent University to the public and community leaders and stakeholders.

Enhance and structure programs that address stakeholder, community and individual needs, conduct focus groups to evaluate and determine program needs.

Develop and enhance network of volunteers to extend program implementation efforts.

Develop and align budget; identify funding opportunities.

The Department of Biological and Environmental Engineering (BEE) is one of the largest of its kind in the country with a very diverse faculty, staff, and student population. The department serves three integrated functions: teaching undergraduate and graduate students, researching problems in biology and the environment, and public outreach to help society implement new knowledge.

The New York State Water Resources Institute (NYSWRI) resides within CALS and BEE. Its mission is to improve the management of water resources in New York State and the nation. NYSWRI collaborates with regional, state, and national partners to increase awareness of emerging water resource issues and to develop and assess new water resource management approaches, technologies, and policies. NYSWRI connects water research and water management communities.

Position Summary

The Stream Restoration and Education Coordinator will lead a collaborative project of the Water Resources Institute (WRI) at Cornell University with multiple units within the New York State Department of Environmental Conservation (DEC) to implement various aspects of stream restoration planning, implementation, assessment and outreach. The Coordinator will have the ability to work with staff from a variety of partner programs, agencies, and organizations, and act as a technical agent or representative of the DEC. Roles and duties derive from a responsibility to advance multiple DEC watershed-based Action Agendas and statewide planning documents, including the Climate Action Council Scoping Plan. More specifically, the Coordinator will provide capacity to achieve Land Use Recommendation 5, “Mapping, Research, Planning and Assistance,” which directs the DEC to “assist local governments to create land use policies… land conservation programs, and smart growth strategies that prioritize and protect wetlands, forests, grasslands, stream buffers, and other natural areas, ….” This should include providing training and support on use of Community Risk and Resiliency Act (CRRA) model local laws and other best practices in planning and zoning for conservation. In general, responsibilities will be divided into the following categories:

This position is full-time (40 hours/week) and at this time will be based in the Department of Environmental Conservation’s Central Office in Albany, New York with potential for occasional work in satellite locations.  

This is a two-year appointment with possible extension depending on funding and performance.

Required Qualifications

Bachelor’s degree and 5-7 years of experience in a field related to hydrology, natural resource management, environmental science, planning, and/or related fields or equivalent combination of education and experience.

Expert knowledge of stream restoration management.

Experience using the North Atlantic Aquatic Connectivity Collaborative (NAACC) database in a professional setting.

Excellent writing and oral communication skills, including public speaking and ability to translate technical information into plain language.

3+years of experience in teaching and/or outreach program delivery, evaluation, and management on a subject related to stream restoration, natural resource management, or environmental science.

Experience coordinating projects with diverse stakeholders and partners with a range of interests and backgrounds to address policy.

Must be comfortable with multitasking and adapt to competing priorities.

Experience managing multiple projects, schedules, and priorities in a deadline-driven environment.

Ability to exercise sound and ethical judgment when acting on behalf of the University and the DEC.

Ability to occasionally work nights and weekends to attend specific meetings or events.

Ability to effectively interact and communicate with academics, outreach personnel, government entities and the public.

Proficient computer skills, including Microsoft Office (Excel, PowerPoint, Word), ArcGIS, and remote work platforms (e.g., Teams, Zoom).

Must be able to meet the travel requirements of the position and have reliable transportation as well as have and maintain a valid and unrestricted New York State driver’s license and be cleared to drive for university business.

Experience in and/or demonstrated commitment to supporting diversity, equity, access, inclusion, and well-being.

Preferred Qualifications

Master’s degree in hydrology, natural resource management, environmental science, planning, and/or related fields.

Training and/or certification in one or more of the following:

Applied fluvial geomorphology

Stream morphology and assessment

Stream restoration and natural channel design

Emergency stream intervention

Knowledge of one or more of the following:

Sediment transport processes

Use of the Cornell Culvert Model

Road stream crossing design

Working knowledge and/or lived experience with Diversity, Equity, Inclusion and Justice (DEIJ) issues, including environmental justice.

Experience managing grants and/or contracts.

Experience with developing or implementing academic research partnerships.

Ability to analyze scientific data to develop policy strategies and messages for the public.

Marketing or communications experience for a variety of audiences.
