We’re looking for a highly skilled and strategic RFP & Proposal Manager to lead and manage the development of compliant, compelling and competitive proposals for the Fleet Ballistic Missile Contracts. This job is a huge opportunity to be supporting the fastest growing program in Space. This proposal manager will be over the supply chain portfolio for FY28-FY33. FBM is unique in a strong culture with our Navy Partners and the length of this program (celebrating 70 years this year and planning for the next 6 decades). This position will have a strong relationship skills necessary to build with the Navy to ensure clear and transparent communication and ability to lead the team to success to meet deadlines to meet Lockheed Martin’s proposal schedule committed to the customer.
The Proposal Manager is responsible for leading and managing the development of high-quality proposals in response to customer requests for proposals (RFPs), requests for information (RFIs), and other business opportunities. The successful candidate will have a strong understanding of the proposal development process, excellent writing and editing skills, and the ability to work collaboratively with cross-functional teams to develop winning proposals.
1. Proposal Development:
• Lead and manage the proposal development process, from PRAM (requirements discussion) to submission.
• Develop and implement proposal strategies, outlines, and content plans.
• Collaborate with subject matter experts (SMEs) to gather and develop proposal content.
• Write, edit, and proofread proposal sections, ensuring compliance with RFP requirements and company standards.
2. Team Management:
• Manage and coordinate the efforts of proposal team members.
• Assign tasks, set deadlines, and monitor progress to ensure timely completion of proposal deliverables.
• Foster a collaborative and inclusive team environment, promoting open communication and feedback.
3. Compliance and Quality:
• Ensure proposals are compliant with RFP requirements, company policies, and industry regulations.
• Conduct quality reviews of proposal content, ensuring accuracy, completeness, and consistency.
• Identify and mitigate risks associated with proposal development and submission.
4. Communication and Coordination:
• Serve as the primary point of contact for proposal-related inquiries and issues.
• Coordinate with internal stakeholders, including business development, sales, and technical teams.
• Communicate proposal status, progress, and issues to management and other stakeholders.
5. Process Improvement:
• Continuously evaluate and improve the proposal development process, identifying opportunities for efficiency gains and quality enhancements.
• Develop and maintain proposal templates, style guides, and other resources to support proposal development.
Basic Qualifications:
To be effective, you will need to possess these basic qualifications:
• Bachelor's degree from an accredited college, or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment.
• 5+ years of experience in proposal management, preferably in a defense, aerospace, or government contracting environment.
• Proven track record of managing and developing successful proposals.
• Demonstrated project management and leadership skills.
• Professional experience with proposal development software, such as Microsoft Office, Adobe Creative Cloud, and proposal management tools.
• You will need to be a US Citizen, and be able to obtain and maintain a US DoD SECRET clearance, to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information.
Desired Skills:
To be effective, ideally, you should also have:
• Bachelor's degree or higher, in English, Communications, Business, or a related field.
• Experience with proposal development processes and systems.
• Knowledge of industry-specific regulations and requirements, such as CCPD/TINA, DFARS and FAR.
• Experience with data analytics and metrics-driven decision making.
• Excellent writing, editing, and proofreading skills.
• Strong communication and interpersonal skills, with the ability to collaborate with cross-functional teams.
• Ability to work in a fast-paced environment, meeting tight deadlines and managing multiple priorities.

Schedule for this Position: 9x80 every other Friday off
Pay Rate: The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $122,900 - $216,660. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer. Benefits offered: Medical, Dental, Vision, Life Insurance, Short-Term Disability, Long-Term Disability, 401(k) match, Flexible Spending Accounts, EAP, Education Assistance, Parental Leave, Paid time off, and Holidays.
