Subcontracts Administrator

Manages the end-to-end subcontracting processes for the EDAT program, ensuring compliance with regulations and fostering strong relationships with subcontractors. This role involves negotiating subcontract terms, conducting cost and price analysis, and collaborating with project managers and contract officers to ensure successful project execution within established budget and schedule constraints.

Responsibilities

Subcontract Management:

Oversee the entire subcontracting process, including the solicitation, negotiation, and execution of subcontracts, ensuring alignment with project objectives and regulatory requirements.

Relationship Management:

Build and maintain strong relationships with subcontractors, serving as the primary point of contact for all subcontract-related inquiries and issues.

Negotiation and Compliance:

Negotiate subcontract terms and conditions, ensuring that agreements are fair, compliant with applicable regulations, and favorable to the organization.

Conduct thorough cost and price analyses to assess the reasonableness and competitiveness of subcontractor proposals.

Performance Monitoring:

Monitor subcontractor performance to ensure compliance with subcontract terms, deliverables, and timelines, identifying and addressing any issues as they arise.

Collaboration and Coordination:

Collaborate closely with project managers, contract officers, and subcontractors to ensure that projects are executed successfully within budget and schedule constraints.

Risk Mitigation and Strategy Development:

Develop subcontracting strategies that mitigate risks and optimize subcontractor performance, contributing to the overall success of project execution.

Documentation and Reporting:

Maintain comprehensive records of all subcontracting activities, including performance evaluations, correspondence, and compliance documentation.

Prepare and present reports on subcontractor performance and compliance status to management and relevant stakeholders.

Qualifications

Minimum of 3-10 years of experience in subcontract management or procurement, preferably within government contracting or IT environments.

Demonstrated experience in negotiating subcontract terms and conducting cost and price analyses.

Skills:

Strong analytical skills, with the ability to assess and interpret financial data related to subcontracting.

Excellent negotiation and communication skills to effectively engage with subcontractors and internal stakeholders.

Solid project management abilities, with a focus on delivering results within established timelines and budget constraints.

Proficient in relevant subcontracting regulations and compliance requirements.
