Job Description
Within the context of a government prime contract, you will be responsible for managing complex agreements with subcontractors. This includes supporting the capture process through contract execution. You will prepare solicitation documents for complex acquisitions, including statements of work, terms and conditions, bid or performance evaluation factors, and other measures incorporated into Requests for Proposal. You will serve as the focal point when bids are received, review technical and cost proposals, consult with technical staff, and resolve disagreements. Your role includes ensuring the receipt, accuracy, and timeliness of subcontractor documents, monitoring performance, and maintaining CPSR-compliant subcontract files.
ResponsibilitiesPrepare solicitation documents for complex acquisitions.Serve as the focal point for bid receipt and review technical and cost proposals.Consult with technical staff and resolve disagreements.Ensure the receipt, accuracy, and timeliness of subcontractor documents.Monitor subcontractor performance regarding timeliness, cost, and technical objectives.Maintain CPSR-compliant subcontract files.Review audit files to ensure compliance with purchasing system and contract requirements.Prepare and present briefings on subcontracting matters.Coordinate subcontracting activities with internal and external sources.Consult with legal, technical, financial, and managerial staff on subcontract awards and performance.Provide guidance to less experienced Subcontract Administrators.Perform additional duties and responsibilities as assigned.Essential Skills6 years of relevant experience with a Bachelor's degree in a related field, or 4 years with a Master's degree, or 10 years with a High School Diploma or equivalent.Knowledge of the CPSR compliance process.Familiarity with FAR & DFAR regulations.Competency in negotiations regarding agreement terms, conditions, and pricing.Ability to prepare price analyses, negotiation memos, reports, and letters.Strong verbal communication, presentation, and interpersonal skills.Strong analytical abilities and attention to detail.Additional Skills & QualificationsUnderstanding of commercial law and contract management principles.Ability to conduct price analysis and negotiations on behalf of the company.Appreciation of financial/analytical issues and profit and loss implications.Work Environment
This position can be a remote opportunity with a preference for candidates in the Northern Virginia area. You will be responsible for the start-to-finish administration of major subcontracts of high risk and complexity. You will monitor subcontractor performance for conformance to subcontracts and consulting agreements. The role involves negotiating and managing complex agreements with suppliers within the context of a government prime contract, supporting the capture process through contract execution. Additionally, you may provide work leadership for lower-level Subcontract Administrators.
Pay and BenefitsThe pay range for this position is $43.27 - $52.88
