Job Description
We are seeking an experienced and detail-oriented Subcontracts Administrator III to coordinate, develop, and manage subcontract and procurement documentation. The ideal candidate will have experience with various subcontract types and the construction industry, and will ensure compliance with governmental laws and divisional policies on contracts and procurement.
ResponsibilitiesCoordinate, develop, and produce subcontract documentation such as subcontracts, agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations, certifications, and correspondence.Coordinate, develop, and produce procurement documentation such as acquisition plans, source selection plans and evaluation criteria, agreements, profit analyses, statements of work, data submittal requirements, and proposal preparation instructions.Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, and provide support for discussions and negotiations, cost/price analyses, Cost Accounting Standards (CAS), Labor Law, Equal Employment Opportunity (EEO), audit, environmental reporting, and technical compliance.Provide suggestions to others as a subject matter expert.Review and process purchase requisitions.Compile documentation to establish subcontract files.Conduct subcontract file reviews in support of Government audits.Conduct subcontracts training for technical and subcontract staff.Coordinate with accounting and finance departments in administering subcontract invoicing and payments, job cost management, contract audit/filing, and closeout process.Develop and maintain procurement files. Monitor and track subcontractor deliverables.Draft, review, and negotiate teaming and non-disclosure agreements.Negotiate terms and conditions with Government/commercial customers and subcontractors.Ensure compliance with governmental law and divisional policies on contracts and procurement.Ensure subcontract requirements are met, monitor cost status, assist in cost management, and coordinate issue resolution with customers.Interface and coordinate with contractor/subcontractor, intercompany, interdepartmental, and internal department personnel.Maintain a filing system and be responsible for correspondence on contracts and procurement matters.Manage and coordinate subcontract activities to include subcontractor performance and award fee determinations.Monitor small business goals on assigned subcontracts, coordinate with technical staff, maintain records, and participate in small business activities/fairs.Participate in the development of company policies and practices; ensure subcontract practices, transactions, and documentation comply with policies and procedures, contract requirements, and Government regulations.Provide interpretation of subcontracts, organize or process correspondence with contracting parties, and monitor fulfillment of contractual obligations.Conduct subcontract closeout.Enter subcontracts into the Costpoint accounting system.Perform all other position-related duties as assigned or requested.Essential SkillsSubcontract administrationKnowledge of DFARSupply chain managementContract negotiationNegotiation skillsBachelor's degree in Business Administration or a related fieldAt least five (5) years of experience in subcontractsExperience with various subcontract types (Cost-Plus, Fixed Price, Time & Materials, and subsets thereof)Experience with the construction industryAdditional Skills & QualificationsExperience with the Davis-Bacon Act and/or Service Contract Act is requiredActive Clearance is preferred but not requiredExperience with Costpoint or similar ERP systemWork Environment
The position requires at least 2 days onsite (3 preferred) per week. The specific days are flexible. There is potential for flexibility in the level of position based on extensive experience, which may affect compensation. Sponsorship for a secret clearance is available, though it is not required to start.
Pay and BenefitsThe pay range for this position is $105000.00 - $115000.00/hr.
