The MITRE Corporation is seeking a Subcontracts Administrator Intermediate to provide subcontracting support for MITRE, with a primary focus on Government procurement activities.

The Subcontracts Administrator Intermediate will report to the Subcontracts Manager. This is an exciting role for a procurement specialist with a demonstrated track record of providing excellent customer service while delivering compliant subcontract files. The successful candidate will process a high volume of requests for Subcontractor and Consultant services, perform other procurement support as assigned, and provide surge support for other Subcontracts Administrator’s on an as-needed basis as the business grows.

Job Description:

Process a high volume of requisitions for Subcontractor and Consultant services.

Use past experience and working understanding of Prime/Subcontractor/Consultant relationships to negotiate and execute various types of contracts.

Have a basic understanding of internal and external audit requirements (i.e. DCAA and DCMA).

Prepare compliant file documentation in accordance with CPSR and internal requirements.

Evaluate requests-for-proposals (RFPs) while participating in the acquisition process of subcontracts and consultants that may include acquisition planning, request for proposal generation, source selection, contract negotiation, and award and administration of agreements.

Develop compliant Procurement packages.

Be able to think and work with senior level Subcontracts professionals when developing and documenting compliant procurement summaries to include, but not limited to source selection and price/cost reasonableness.

Have a clear understanding of basic subcontracting principles and the ability to explain them.

Know when to escalate to management for conflict resolution of terms and conditions when necessary.

Demonstrate multiple and multilevel relationship building, via verbal and written communications, to foster collaborative relationships with both internal and external customers.

Suggest improvements to the subcontracts processes and strategies, as needed.

Contribute to solutions for a variety of problems of moderate scope and complexity.

Share basic knowledge and skills to other staff to improve or assist in streamlining processes and procedures.

Basic Qualifications:

Have knowledge of different contract types and cases when each type is most appropriately used and why.

Exhibit effective time management, strong communication and organizational skills.

Demonstrate excellent customer service skills.

Have a strong ability to identify, analyze and solve problems.

Display practical approach to solving problems.

Ability to meet deadlines compliantly in a fast-paced organization.

Demonstrate flexibility and agility to work and set priorities in an environment with competing and changing demands.

Ability to handle multiple concurrent work streams while producing high quality output.

Demonstrate proficiency in a Windows environment, including Microsoft Word, Excel, and Outlook.

Typically requires a Bachelor’s degree and a minimum of 2 years of related experience; or an advanced degree with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.

This position requires a minimum of 50% hybrid on-site.

Preferred Qualifications:

Subcontract Administration or Purchasing experience in the Government Contracting arena.

Working knowledge of the FAR, DFARs, HHSAR, and other agency specific supplement terms.

Experience managing SharePoint sites.

Experience working in CLM and ERP systems.
