Subcontracts Analyst

Job Description Summary:

The Subcontract Analyst coordinates all aspects Subcontracts in accordance with Draper and U.S. Government procurement policies and procedures. Interfaces with Government personnel, Senior Draper Management and with outside Contractors. individual is expected to have knowledge of the programmatic implications of his/her activities. This individual should be able to perform his/her responsibilities with supervision and exercises judgment based on experience and knowledge.

Job Description:

Duties/Responsibilities
• Must be able to identify with each of the Subcontractor’s tasking activity as to how they relate to the Navy Programs over all goals and activities.
• After coordinating with Program Managers uses task descriptions and statement of work to prepare and submit request for quotations and proposals.
• Obtain proposals/quotations and perform price and/or cost analysis and ensures conformity with the RFP/RFQ requirements. 
• Receive and coordinate technical evaluation from Program Manager. 
• Identifies and resolves discrepancies between request for proposal and statement of work.
• Prepares pre-negotiation position based on technical evaluation, DCAA audit, historical data and cost analysis.  Specifically works with Program Manager to establish needed tasks, hours related to tasks, and mile stones from statement of works; performs cost analysis by confirming rates with DCAA and adjusting proposal according; and using historical data from audit reports updates and maintains proper DCAR rates in an excel spreadsheet.
• Coordinates with the Special Program contracting officer to justify the proposed action of the CA and insures that the Draper position is included in the prime contract.
• Fact find the proposal with the Subcontractor and negotiate with the Subcontractor including cost/fee and terms and conditions and adjust contract as necessary.
• Creates and maintains a record of negotiation for the purpose of documenting the negotiation process and providing a permanent record for the file.
• Ensure that all appropriate certifications and representations of subcontractor are received prior to awarding contract. 
• Prepare subcontract routing packages to ensure that proper signature and authorization is obtained.
• Ensures that subcontractors comply with technical and financial requirements of subcontracts.
• Coordinates with the subcontractor and program management when there are problems and otherwise ensures that contractual deliverables are being met in a timely manner.
• Interacts with other Draper Departments (i.e., Technical, Legal, Accounting, Property, Contracts, Receiving, etc.) for subcontract completion award.
• Reviews contract terms and conditions, addresses legal issues, determines financial risk and advises Draper Program Management as it relates to subcontracts, and utilizes the Draper Subcontract Terms and Conditions Guidelines document as a reference for Draper policy.
• Review invoices to determine compliance with subcontract and approves payment.
• Participates in development and revisions to Purchasing policies and procedures.

Skills/Abilities
• Working knowledge of FAR/DFAR.
• Possess negotiation and analytical skills.
• Written and oral communication skills
• Proficiency with Microsoft Office (in particular Word and Excel.)

Education
Bachelors Degree in Business or relevant degree is required.

Experience
5-7 years related experience in subcontracts.

Additional Job Description:

Applicants selected for this position will be required to obtain and maintain a government security clearance.

Secret Clearance is desired.
