SUMMARY

Bering Straits Native Corporation is currently seeking a qualified Subject Matter Expert Level II, for Consular Affairs in Washington, D.C.. The Subject Matter Expert is a senior-level position responsible for leading and managing comprehensive programmatic activities. This role demands a high degree of autonomy and expertise in strategic planning, complex analysis, and coordination of larger projects. The analyst will play a crucial role in guiding program direction, making significant contributions to policy implementation, and overseeing program execution.

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

Monitor the budget for all outreach expenses across CA (i.e. travel, training, outreach supplies, equipment and printing)Consolidate individual directorate budgets into one operational budget for the Bureau.Evaluate the performance of program and adjust funding if necessary.Ensure the outreach program has adequate funding.Assist with annual budget forecasting across the Bureau.Employ cost-benefit analysis to review financial request and explore alternative funding methods.Provide financial projections to management.Coordinate with CA/C/FMD Budget Analysts to review budget expenditures.Research funding activities within CA/P and other directorates for outreach programs.Make funding requests based on analysis of program budget estimates, historical expenditures, projected workload, and approved funding.Perform periodic reviews of unpaid obligations to ascertain the continued validity of such transactions.Provide information and guidance to all Bureau personnel on procedures, forms, and documentation required in support of budget estimates and requests for funds.Review prior year financial reports and research all records (requisitions, obligating documents and invoices) to ensure that obligations have been properly liquidated and ensure that duplicate payments have not been made.Work with CA/C to obtain funding for representational events.Draft, organize, and respond to all CA/EX taskers; while serving as the point of contact for GSD (General Service Division) matters.Draft, organize, and respond to all CA/C taskers; including budget formulation, strategic planning, risk management, and tracking status of funds.Draft, organize, and respond to DOJ incoming field document requests; coordinate with other directorates to obtain necessary info and respond to DOJ.

This position is not subject to federal requirements regarding Department of Transportation “safety-sensitive” functions.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. 

The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES

No supervisory responsibilities.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
