General Roles & Responsibilities:
• Subsea Installation CSR is Company's representative based onshore/offshore responsible for ensuring the safe and efficient execution of the subsea and diving scope of work. During the execution of scope either onshore or offshore, he/she is responsible for ensuring all subsea installation and construction operations comply with Company’s HSES policies, approved installation procedures, quality assurance standards and planning requirements.
 

Specific Roles & Responsibilities:
• Provide subsea operation and diving expertise technical support for planning and engineering prior to execution (whenever available).
• Conduct Subsea Operation and Diving Safety Management and technical capability audits to ensure diving contractor can carry out diving operations to the defined diving practices for the Company.
• Provide subsea operation and diving expertise to review installation procedures, engineering procedures, and diving operational plans.
• Ensure operations meet the subsea operation and diving practices as per COMPANY, IOGP and International Marine Contractors Association (IMCA) Codes of Practice, Guidelines and Information Notes.
• Participate in project risk assessments to identify risks and controls with Company and Contractor. Hazards that can affect divers and ROV require expertise to assist in evaluating their significance and the suitability of any controls.
• Verify that Contractors carry out marine, diving and ROV operation in accordance with the approved marine, diving and ROV and operation plans.
• Ensure all significant changes to the Diving Operation Plan are managed according to the Management of Change (MOC) process and communicated and approved by the SME Diving.
• Verify through Permit to Work that the diving Contractor has been informed of Concurrent Operations which may affect the diving operation.
• Verify that the Emergency Response Plan includes arrangements to recover divers, evacuate diving vessels and evacuate diving vessels during Diving operations.
• To monitor Contractor’s operations to ensure positive HSE management and compliance to the CONTRACT and relevant Diving, ROV and Marine legislative standards.
• To communicate all deviations to approved plans to the responsible Company Contract Holder.
• Monitoring emergency response activities arising from incidents associated with operations and act as Client focal point during emergency response.
• To ensure that contractors Hazards & Effects Management Planning (HEMP) is in place, and HSE risks associated with the work scope / practices are identified and managed by the contractors’ supervisors for marine, diving and ROV activities.
• Review of marine, diving and ROV Audits pre-mobilization to identify any potential single point failures and close out Non-conformances and observations.
• Participate in safety inductions, toolbox meetings, daily progress meetings and weekly HSSE meetings.
• To be fully familiar with all project documents and plans including but not limited to Mob and Demob plans, ROV/Diving Project Plans, Bridging Documents, Emergency Response plans, Work Packs, Site Specific. Procedures (SSP), HAZIDs and working procedures and to manage operations and emergencies in line with these plans.
• Ensure any incidents pertaining to the Vessel and underwater operations (including near misses) are reported in a timely manner.
• Ensure that Contractors diving and ROV equipment, personnel and procedures comply with contractual requirements, that operations are well planned and documented, and are in line with the Company’s current policies & guidance.
• The safeguarding and maintenance of all underwater equipment with regard conformance to industry standards (IMCA and OGP/IOGP).
• Monitoring of contractor resources (manning and equipment) levels, reporting of daily progress and highlighting any anomalies.
• Monitoring of Marine, Diving and ROV performance targets.
• Ensuring that all communication (both process and equipment) pertaining to underwater operations and safety is established and complied with.
• Shall be responsible to ensure that the site from where diving and ROV operations are carried out is operated in a manner commensurate with supporting the underwater services activities. Such as Platforms, Barges, Moored installations, DP and conventionally moored ships.
• Ensure lesson learned are captured daily and reported to the Diving SME at the end of each trip.
• To ensure all controls put in place to mitigate COVID-19 risk are intact and implemented.
• When the PTW issuer take on the Roles and Responsibilities assigned to the role stated in the PTW management procedures.
• Stay up to date with new Industry Diving and ROV practices and guidance.
 

Qualifications:
• Have an IMCA recognized Diving Certificate (or certificate recognized by IMCA). Primary IMCA recognized Bell (Saturation) Diving Supervisor or secondary IMCA recognized Bell (Saturation) Diver.
• Have at least ten (10) years’ experience offshore commercial diving.
• Have at least two (2) years’ experience as an IMCA recognized Bell diving supervisor.
• Have at least two (2) years’ experience as a Diving Worksite Representative or Diving Management in a similar capacity to the operation to be undertaken. (Bell (Saturation) Diving operations).
• Tropical BOSIT / HUET
• Travel Safety By Boat
• Offshore medical
• Basic H2S
 

Other requirements:
• Knowledge of all industry guidance (OGP, IMCA, DMAC, IMO, UKHSE) in relation Marine, Diving and ROV operations.
• Fully conversant with all industry requirements pertaining to the activities referred to in the roles & responsibilities as demonstrated in supervisory role.
• Extensive knowledge of working with divers, planning diving operations in construction, inspection and maintenance, working with the appropriate diving tables and treatment tables.
• Capable of fulfilling the Roles and Responsibilities.
• Capable of and has Conducted diving and ROV system audits.
• Able to communicate (both written and spoken) in English fluently.
