Position Objective: This position plays a critical role in the operation, maintenance, preservation, resilience, and improvement of Grand Central Terminal (GCT), the largest and most iconic passenger transportation facility in the world. This position is responsible for leading a proactive maintenance, upgrade, repair, and replacement program (MURRP) across all facility engineering and maintenance/construction disciplines which includes but is not limited to structural, electrical, mechanical, protection, environmental, communications, and intelligent building systems. Responsibilities: + Directly manage the resources (labor, material , and equipment) in association with the design, inspection and maintenance of Grand Central Terminal’s service plant and related facilities. Ensure that near/mid/ long-term replacement and upgrade needs are addressed in maintenance and capital improvement plans and budgets. + Ensure the MURRP program is comprehensive, covering the entire physical plant, all utilities, and both static and dynamic systems at GCT incorporating industry best practices, advanced building intelligence, standardization, efficient parts/materials warehousing, data collection, analytics, and asset management systems (CMMS) aiming to maximize system uptime, ensuring structural integrity, enhancing resilience, optimizing operations, improving energy efficiency, and minimizing downtime during failures or disruptions. + Provide a lead in supporting Metro-North’s safety program through the execution of required activities and policies associated with personnel working in GCT Maintenance and Station & Facilities. + Manage and provide technical support to the GCT Building Maintenance and Stations & Facilities staff as it relates to the operation of the service plants and infrastructure. Coordinate any outages, and seasonal work as required. Review design drawings and specifications as they relate to the building systems as part of projects being managed by Terminal Engineer. + Participate and represent GCT at all design and 3rd party construction project meetings involving facilities and systems of GCT. MTA C&D, tenant-related work, Con Edison, New York Power Authority (NYPA), Department of Transportation (DOT), Department of Environmental Protection (DEP), etc. Coordinate and manage service-related contract, which include Water treatment, tank cleaning, chiller maintenance, compressed tank inspections, Mu ltistack , DAIKEN, etc. + Maintain records of required inspections including steam system, sprinkler, fire alarm, elevators and escalators, pressure tanks, and water system sanitizing. Monitor tenant management inspections to include grease trap maintenance and inspection, duct cleaning, alarm inspections, water gas and electric meter operation, etc. + Participate in all service plants and building systems project approvals acceptance, testing, and final acceptance. Reviews and approves all key components and aspects of internal and external projects that occur in and adjacent to the Terminal as they relate to the physical plant and the systems contained therein. + Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential. Lead a workforce of engineers, technicians, subject matter experts, consultants, and contractors that will ensure the overall work is carried out effectively; this includes strategic leadership, workforce training and development, work task/flow optimization, and team motivation. Required Qualifications: Required Knowledge/Skills/Abilities: + Detailed knowledge of infrastructure, including repair, rehabilitation , and maintenance of buildings and the material and equipment associated with this work. + Ability to access, navigate , and work in various heavy construction and industrial environments that include but are not limited to construction sites, tunnels, shafts, rail yards and tracks, bridges, roofs, mechanical spaces, industrial spaces, and confined spaces. Access to these areas may be indoors, outdoors, in inclement weather, generally hot/cold/damp, require personal protective equipment (PPE), and may require the use of portable or fixed ladders or mechanical lifts or scaffolds to access. + Ability to work with the MTA/MNR Fire Brigade for National Fire Protection Association (NFPA) compliance. + Ability to analyze complex situations and make quick and effective decisions based on the analysis. + Excellent verbal and written communication skills. + Strong knowledge and understanding of standard applicable building codes. + Strong project management, forecasting and coordination skills which includes quality control and quality assurance. + Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. + Must be able to implement and participate in Metro-North Railroad’s Priority One Safety program. + Strong working knowledge of Microsoft Office and/or comparable applications, as well as preventive maintenance software programs and building management system software. + Strong interpersonal skills with the ability to interact with internal departments and outside agencies (MTA C&D, FDNY, Office of Emergency Management (OEM), Con Ed, DEP, DOT, etc.) + Must be able to recommend improvements, replacements, and temporary repairs to system facilities within GCT. + Ability to develop and write specifications for material requirements, services and supplies. + Ability to read blueprints and schematics and to prepare material take-offs. + Strong presentations skills to be able to present and brief upper management and executives on the state of repair of all structures and systems and petition for and defend funding for the MURRP. + Requires 24/7 availability, including working outside normal business hours to oversee and audit overnight and weekend operations. You must be ready to respond to the Terminal at any time, especially during emergencies, and support maintenance and construction projects as needed. + Must be able to climb scaffolding, ladders, & catwalks to access GCT mechanical components such as HVAC, pumps, steam valves ejectors, etc. + Ability to create computer-aided design ‘CAD’ drawings and review same. + Valid Driver’s license. The Following is/are preferred : + Familiarity with Metro-North’s collective bargaining agreements for personnel in GCT. + Thorough knowledge of Grand Central terminals’ physical characteristics including exits, stairways, elevators, escalators, etc. Required Education and Experience: + Baccalaureate degree in Engineering with a major in Mechanical Engineering or related field from an ABET accredited school. + Minimum seven (7) years of experience in the operation and/or management of service plant systems, mechanical engineering, construction and property management. + Minimum five (5) years of experience managing a diverse unionized workforce . + NYS Code Enforcement Officer (NYSCEO) certification to be obtained within 18 (eighteen) months of hire. The following is/are preferred: + A New York City Certificate of Fitness for the position of Fire Safety Director . + P.E. License in the State of New York .
