DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The City of Houston's Public Works Department is seeking a skilled and experienced professional to join its wastewater operations team as a Supervising Engineer. This role focuses on applying expertise in electrical engineering, particularly in the design, construction, and maintenance of electrical, automation, and SCADA systems. The ideal candidate will bring advanced technical knowledge and practical experience to support the development and enhancement of these critical facilities.
In this position, the selected candidate will provide leadership and technical guidance in researching, developing, and implementing automation improvements to optimize wastewater collection, treatment, and maintenance processes. These initiatives aim to achieve significant operational efficiencies, including reduced energy usage, lower chemical consumption, and streamlined communication systems. Additionally, the role involves ongoing development of hardware and software standards, application protocols, and design guidelines for electrical and SCADA systems.
The Supervising Engineer will monitor, coordinate, and oversee quality control efforts for the design and construction of automation systems associated with wastewater collection and treatment. This includes conducting detailed reviews and inspections to ensure compliance with project specifications and addressing any concerns related to system performance or construction activities. The role also involves close collaboration with consultants, design engineers, contractors, and project managers, as well as engaging with wastewater staff to resolve day to day issues as well as design and construction challenges.
Managing and directing the engineering, design, and construction activities for various projects is a key responsibility. This includes coordinating efforts among wastewater teams, consultants, and contractors to ensure high-quality installations and seamless integration of electrical and automation systems. The Supervising Engineer will also review and evaluate engineering designs, project proposals, submittals, RFPs, and RFIs to uphold quality standards and adherence to construction documents.
The position requires negotiating maintenance, support, and service contracts with engineering firms, vendors, and manufacturers. These agreements must align with project plans and specifications to ensure compliance and operational success. Additional responsibilities include developing scopes of work for electrical, automation, and SCADA system improvements within the Capital Improvement Program (CIP) budget, as well as preparing service and support contracts within the Operations and Maintenance (O&M) budget.
A critical aspect of the role is directing and managing the activities of the electrical, automation, and SCADA teams, including overseeing the 24/7 operations of the electricians and control and monitoring center. This comprehensive oversight ensures the reliability and efficiency of these essential systems

WORKING CONDITIONS
This position routinely is physically comfortable; the individual has discretion about walking, standing etc. May require walking on rough surfaces during on-site inspections and investigations.
This is a Department of Houston Public Works Emergency Management position at the Tier I Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS
Six (6) years of active practice in engineering work after graduation from an approved curriculum in engineering, with two of the years as a licensed Professional Engineer are required.
Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.
LICENSE REQUIREMENTS
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
PREFERENCES
Preference will be given to applicants with experience in design, construction, and project management. Strong communication skills, both orally and in writing, decision oriented, problem-solving attitude and computer skills will be preferred.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
