BASF is currently building a new Verbund site in Zhanjiang, Guangdong province. Announced in July 2018 and officially commenced in November 2019, BASF Zhanjiang Verbund Site Project would be BASF’s largest investment with up to US$10 billion upon completion and would be operated under the sole responsibility of BASF. BASF Zhanjiang Verbund site would ultimately be the third-largest BASF site worldwide, and will be built into a role model for smart manufacturing and sustainable production by utilizing the latest digital technologies and applying the highest safety standards.

Main Tasks:

- To implement overall inspection concept in BIG site inspection and TAR strategy, manage and maintain related BIG processes and support execution of BIG contractor strategy (e.g. assessment of contractors) in close collaboration with related plant operation teams (e.g. Maintenance, Operation, Asset Management).
- Assist to develop inspection management and technical procedures, maintain BIG site inspection management system (site inspection management database and documentation/ storage system) together with BIG plant operation teams (e.g. Maintenance, Operation, Asset Management) and with related disciplines (e.g. Engineering, Materials Engineering, NDT, Quality Supervision and Welding) which includes all relevant information such as RisQ and RBI concepts, inspection and test records, failure case analysis and repair measures, project and OEM files.
- Manage legal inspection and RBI activities together with BIG plant operation teams (e.g. Maintenance, Operation, Asset Management) for special equipment, coordinate inspection and testing work in close collaboration with legal authorities (e.g. Market Regulation) and local inspection/ testing service providers (e.g. Special Equipment Institute) and incorporate legal inspection and testing work into overall inspection concept for individual BIG plants.
- Implement BIG RBI concept, execute risk-based inspection strategies incl. definition of in-service periods based on technical condition of plants, components, and flange connections.
- Provide technical support for TAR and MRO projects of all BIG plants together with BIG plant operation teams (e.g. Maintenance, Operation, Asset Management) such as preparation, assisting in the planning and cost estimation, execution of the TAR/ MRO scope, coordinate and support execution of overall inspection and testing plan together with legal authorities, coordinate and support with related disciplines (e.g. Engineering, Materials Engineering, NDT, Quality Supervision and Welding) for troubleshooting and repair, consultation for equipment upgrade and/or modification solutions (fabrication and welding related), and provide technical support for the follow-up.
- Assist on comprehensive failure case analysis incl. fractographical analysis, considering construction, manufacturing, operation, material condition and load situation of chemical equipment/ components and flange connections.
- Based on “Fitness-for-Service” assessments and integrity assessments, provide tailor-made repair suggestions and remedial measures based on the analysis of damage and its mechanism.
- Execute with Engineering/ Project teams on customized RisQ QA/QC concepts for investment projects based on individual project requirements including quality and inspection plan, support supplier selection, budget estimation (and monitoring) and staffing for chemical equipment such as pressure vessels, piping spools, bulk and semi-finished material, steel structure and all welded components fabricated at external suppliers in alignment with project managers.
- Analyze, review and verify inspection findings, results and reports, develop recommendations for repair, upgrade and/ or modification solutions regarding inspected chemical equipment and provide technical support for the follow-up, communicate verbally and in writing to other internal functional divisions in clear, structured and effective manner for their further actions and pro-actively involve other technical disciplines if necessary.
- Maintain interfaces with related disciplines (e.g. Engineering, Materials Engineering, NDT, Quality Supervision and Welding, Maintenance and Operation) and incorporate the latest developments from their technical field into owner’s RisQ and RBI concepts such as failure case analysis for equipment in operation and/or in fabrication, NDT and inspection techniques for chemical equipment.
- Support sustainable BIG technical expertise development in relevant field of expertise, develop and implement best practices and effective use of the latest industrials’ technique & knowledge in relevant field of expertise.
- Give technical leadership to technicians by experience exchange and “training on the job” to drive professional development of inspection echnicians and contractors.
- Support and prepare relevant experience exchange and share the best practices within BIG relevant stakeholders (e.g. EHS, Engineering, Technical Expertise, Maintenance, Operation and Asset Management) for sustainable development and improvement on equipment integrity, safety and reliability practices.
- Enhance and coordinate relevant activities in regional and global Technical Community, facilitate networks within BIG site, with other sites in Greater China, with Technical Community (regional and global), with legal authorities (e.g. Administration for Market Regulation, Special Equipment Safety Supervision Bureau) and local inspection/ testing service providers (e.g. Special Equipment Inspection & Research Institute).

Requirements:

- Bachelor’s degree in mechanical, materials engineering, chemical, welding or equivalent.
- Master’s degree will be an advantage.
- At least 9 years total work experience with minimum 6 years’ experience in chemical, petrochemical or refinery industry.
- International experience will be an advantage.
- Maintenance, Asset Management, Technical Site Service or TAR experience and leadership experience will be an advantage.
- Solid knowledge in inspection of petrochemical/ chemical equipment, its methods about investigation tools and techniques like RBI and its program management.
- Solid knowledge of different non-destructive testing (NDT) methods and their application
- Solid knowledge of Chinese and local inspection related standards, codes, and safety regulation for chemical equipment (e.g., TSG, GB)
- Good knowledge of Chinese and international engineering and codes and standards (e.g. GB, AWS, ASME, ASTM, EN) and anti-corrosion and corrosion prevention standards such as ISO, NACE
- Good knowledge and experience in corrosion engineering for the chemical industry, construction materials, their fabrication methods, analyzing methods, mechanical and corrosion properties, anti-corrosion measures and failure case analysis.
- Good knowledge and experience in inspection and fabrication process of fabricated equipment (e.g. pressure vessels, heat exchangers, columns) and of bulk materials for pipes.
- Basic knowledge of quality management systems, QA/QC systems and of QA/QC philosophy.
- Basic knowledge and experience of different kinds of welding methods and their applications.
- Solid communication skills to facilitate cross-discipline communication, to manage interfaces, to drive continuous improvement process and to provide technical leadership to the team.
- Solid skills of Microsoft Office application (Word, Excel, PowerPoint, Outlook) .
- Solid skills of spoken & written technical English.
