Overview Rhode Island Energy is hiring a Supervisor-Gas Construction who will support welding operations for Gas Operations in Providence, RI. Responsibilities Job Purpose To be responsible for the daily supervision and organization of assigned field staff to effectively, efficiently and safely accomplish job tasks in line with company and regulatory requirements. Key Accountabilities Ensure that all welding policies and procedures are being followed by both company and contractor welders. Communicate any updates and changes to welding related policies and procedures to internal stakeholders and Company or Contractor welders. Work Training and Safety to train and qualify company and contractor welders. Responsible for ensuring compliance of 6-month requalification’s and spot checks. Represent RI Gas Operations on internal and external welding related matters. Supervise company and contractor welders on their daily job performance. Work with Regulatory Compliance and Jurisdictions to respond to any NOPV (Notice of Probable Violations) and audits as required by the RI PUC (Public Utilities Commission). Ensure safety, reliability, security and integrity of our gas customer’s premises as well as Company assets,; consistent with Company goals, objectives and policies, and in full compliance with existing and future governmental codes and regulations. Work to assist in the sound implementation of policies and procedures that ensure public safety, maximize customer satisfaction and fulfill statutory requirements while meeting or exceeding company performance incentives. Protect the safety of the public, company property, and personnel through monitoring and enforcement of work rules, standards, and procedures for; emergency response, leak investigation, and other scheduled work while remaining fully compliant and within budgetary limitations. Supervise a culturally diverse workforce through coaching, counseling, and team building to effectively and efficiently accomplish job tasks. Responsible for workplace safety to ensure safe working conditions are maintained through field inspection of work sites and equipment. Participate in on-call or after hour supervisory duties and emergency response. Qualifications Supervisory/Interpersonal- Experience Required Applicants should have quality labor relation skills to interpret contract language, resolve grievances and discipline cases, initiate and institute corrective action where necessary and maintain compliance with PHMSA, O.S.H.A., PSC, DOT regulations, and Operator Qualifications. Excellent teamwork and communication skills. Knowledge of Shielded Metal Arc Welding and ability to weld (up and down hand) cellulose and low hydrogen Knowledge of welding on in-service gas pipelines Relevant supervisory experience in welding and /or gas utility operations. Qualifications CWI (Certified Welding Inspector) required. CWE (Certified Welding Educator) preferred API 1169 preferred NDT Level II preferred Subject Matter Expert in API 1104 with extensive welding experience qualifying and training welders Supervisory experience in managing and leading a union work force Must have demonstrated skills to build effective, respectful working relationships across different union locals in Rhode Island Technical knowledge of distribution system, engineering, construction and maintenance processes. Knowledge of federal, state and municipal codes. Working knowledge of computer programs such as Microsoft Outlook, Excel, Word, and PowerPoint. Working knowledge of company computer programs such as INFOR, OpenGrid, and IQGeo is a plus. Applicant must exhibit proven supervisory skills and ability to work effectively with others in a team environment is necessary. The candidate must possess an exceptional safety record, strong oral and written communication skills with the proven ability to maximize performance of subordinates.
