Supervisor Management and Program Analyst
Summary Position serves as a Supervisor, Management and Program Analyst assigned in the Category Management Division within the Category Management, Office of Strategic Sourcing, and Office of Information and Technology (OIT). Responsibilities The Supervisor Management and program Analyst supervise Acquisition Management within various sections which includes Hardware , Software , IT Services, Professional Services and Customer Engagement. Major Duties: Supervise and direct a variety of highly technical complex administrative activities and distribute workload among employees in accordance with established work flow and assures timely accomplishment of the assigned workload; makes day-to-day adjustments in accordance with established priorities. Maintains records of work accomplishments; provide technical requirements and instructions of the work to be accomplished; give on the job training to new employees in accordance with established procedures and practices. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives; maintain current knowledge and answers questions of other employees on procedures, and policies. Supervises employees to analyze, evaluate, and assist in planning, executing, and monitoring project and program acquisitions to ensure viability and compliance with federal legislation, regulations, and directives. Document program inconsistencies and/or anomalies and prepare management reports and recommendations to resolve issues. Provide linkage between the acquisition process and strategic planning process and advises upper management of the broad implication of each resource study. Support and advise Acquisition SMEs, Project Managers (PMs) and Integrated Project Teams (IPTs), on the project team to analyze and evaluate projects and function being considered for conversion to contract operations. Lead the project team in the coordination and development of an Acquisition Requirements Package in-order-for a contracting officer and specialist to fully understand the needs of the project and the correct contract vehicle/action they need to execute as prescribed by the associated contracting organization. Supervise and lead individual employees and teams to analyze, evaluate, and assist in planning and monitoring project and program acquisitions to ensure viability and compliance with federal legislation, regulations, directives, and IT strategy, policy, and plans and is instrumental in executing a multi-million dollar annual budget. Physical Demands: The work is primarily sedentary, although some slight physical effort may be required. This position may require extended hours to meet project and/or deadlines and to devise corrective actions and solutions to unexpected contract issues. Working Conditions: Work is performed in a normal office setting. The incumbent may be expected to work beyond normal duty hours when required by pending issues. The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require travel and may subject the incumbent to various resultant environment changes. May be required to travel. Requirements Conditions of Employment Qualifications To qualify for this position, all qualification requirements must be met by the closing date of this announcement- September 18, 2024. To qualify for this position at the GS14 level you must meet the following : Specialized Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: Experience supervising employees and teams to analyze, evaluate, and assist in planning, executing, and monitoring acquisitions to ensure viability and compliance with federal legislation, regulations, directives, and VA IT strategy, policy, and plans. Experience communicating orally and in writing to provide linkage between the acquisition process and strategic planning process; advises and makes recommendations to improve the effectiveness on complex, high visibility, high dollar value efforts that may need multi- organizational agreements or actions and involvement of senior leaders. Experience and knowledge processing all acquisition documentation through various IT systems in order to officially submit packages to the contracting organization to ensure projects meet its obligation thresholds and time lines Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
