SUMMARY
This position, under the direction of the Senior Manager – RCM Management/Review will support the overall RCM operation by providing timely reviews and analysis of established RCM programs for all fleet types (MU and Diesel). Also, to ensure compliance of regulatory requirements, such as FRA and AAR Department and Corporate standards. This position exists to help the Maintenance of Equipment Department meet its goals and objectives relative to the performance of the fleet (Mean Distance Between Failures (MDBF), reliability, car availability, safety Strategic Business Plan (SBP) initiatives, etc.) by providing quality inspections, surveys, technical expertise, vendor assessment, technical direction and training as needed.
RESPONSIBILITIES
Responsibilities may include but are not limited to:
+ Supervise, coordinate and conduct a variety of inspections and surveys of MU and DH rolling stock, including P.I.(s), Support Shops, Car Cleaning, Lavatories, HVAC, RCM, Overhauls and Repairs, inspect installation of Modifications, FMIs and upgrades to the equipment as required or requested. Inspections and surveys may be conducted on cars in-service or in shops/yards.
+ Interfaces with Senior Manager – RCM Management/Review, Shop Management and supervision
+ Responsible for creating reports documenting the results obtained by the RCM group, tracking work completed both scheduled and unscheduled including Manpower needs and Material consumed versus initial projections processed in MPS.
+ Participate in various Task Forces and Investigations, relative to equipment analysis and reliability, as directed.
+ Provide technical direction and training to M of E craft personnel to upgrade skills and introduce new concepts and enforce QC/QA standards when requested or required.
+ Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
+ Perform other assignments as requested by Senior Management.
QUALIFICATIONS
+ A four-year high diploma or its educated equivalent (GED or TASC) approved by a State’s Department of Education or recognized accredited organization.
+ Minimum of five years’ experience (or equivalent technical training/knowledge) conducting inspections related to railroad rolling stock, particularly in mechanical, electrical, climate control and pneumatic systems and components. Working knowledge of techniques, including by not limited to root cause analysis, statistical analysis, closed loop corrective action and sampling plan design.
+ Experience must include thorough knowledge of FTA/FRA/APTA/AAR standards, Bills of Material, Shop Work Instructions, Maintenance Instruction
+ Letters and Standard Operating Procedures for M of E.
+ Must have strong skills in the use of PC software packages such as Excel, Word, MPS, CAMS and others.
+ Knowledge of manufacturing, repair and rebuild shop environment or related material production/management experience.
+ Must possess proven planning, scheduling and analytical skills.
+ Ability to indirectly lead and motivate craft personnel. Ability to diagnose quality issues and recommend correction actions.
