Summary This position is the Director of the Office of Professional Responsibility (OPR), Department of Defense Office of Inspector General (DoD OIG), Alexandria, VA, who leads a team that investigates potential wrongdoing by DoD OIG employees. Responsibilities Directs investigations of allegations of DoD OIG employee misconduct in accordance with relevant regulations and policies. Oversees and manages the DoD OIG’s Anti-Harassment Program and ensures compliance with all applicable rules and regulations. Supervises investigators, plans and assigns work, delegates responsibility, and establishes office priorities. Establishes timeframes, milestones, and standards for individuals and the office and monitors compliance. Ensures OPR’s reports and correspondence are clear, concise, logical, accurate, thorough, objective, and professional. Ensures OPR’s investigations are timely, thorough, objective, legally sound, and professionally conducted. Develops and implements policies, processes, and procedures to capture data on investigations and the investigative process and to monitor the quality of investigations. Analyzes the data to identify needs, trends, and ways to continuously improve. Coordinates with internal and external attorneys, as appropriate. Provides timely and relevant updates to the Inspector General (Agency Head) on the status and trends of investigations. Collaborates with DoD OIG senior leaders. Requirements Conditions of Employment Qualifications Time in Grade: For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or equivalent or higher grade, in the Federal Service. Specialized Experience: Specialized experience is defined as expert knowledge of criminal or administrative investigative procedures and techniques and the ability to lead complex investigations that may cover sensitive issues. Applicants must demonstrate a high degree of analytical ability and skill in oral and written communications to explain complex and sensitive issues and findings. Applicants must have extensive abilities to establish and maintain partnerships across organizational and functional boundaries to deal with controversial issues. Applicants must demonstrate expertise in representing an organization's equities to key stakeholders, often in sensitive or controversial situations. Applicants must demonstrate comprehensive knowledge to set and lead an organization. Applicants must have experience managing human, financial, and information resources. If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a 1-year probationary period.
