The Office of the Chief Financial Officer - Assessors division is accepting applications for a Supervisory Appraiser IV position. Position Summary The Supervisory Appraiser IV is a supervisory position that involves getting work done through others (i.e., the direction of subordinate employees in the performance of work) with accountability to agency management for the quantity and quality of the work done, and for assuring efficient and economical work operations. Supervisory functions include a range of duties and responsibilities for planning, organizing and reviewing work, administering human resources matters, and dealing effectively with em­ployees and union representatives about employee-management concerns. Subordinates include Supervisory Appraisers, Appraisers, other professionals, and paraprofessionals who perform appraisal work. Appraiser professionals gather, verify, and analyze many kinds of information to determine an estimate of the market value of real and personal property as of December 31st of each year. Appraisers are also charged with ensuring accuracy and completeness of assessments and reports, and understand appraisal strengths and weaknesses in which the Government may use to reach settlements or develop testimonies. Appraisers require knowledge of assessing methodologies and valuation techniques, as well as assessment and valuation laws. Examples of Duties Supervises a subordinate staff of supervisors, professionals, and paraprofessionals who perform appraisal work including inspections and appraisals of real and personal property and annual assessments of residential, commercial, personal, and industrial property. Plans work to be accomplished by subordinates; Sets priorities and prepares schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees; Evaluates performance of subordinates; Gives advice, counsels, or instructions to individual employees on both work and administrative matters; Interviews candidates for positions in his unit; Makes recommendations for appointment, promotion, or reassignment involving such positions; Hears and resolves complaints from employees; Refers group grievances and the more serious complaints not re­solved to higher level supervisors; Recommends minor disciplinary measures such as warnings and reprimands; As needed, consults with specialists on training needs, and deciding on training problems related to the units supervised; Identifies developmental and training needs of employees in consultation with the Chief Learning Officer; Provides or makes provision for such development and training. Minimum Qualifications Education Bachelor's degree from an accredited college or university with major course of work in accounting, business, or public administration. Experience Must have a minimum of five (5) years total experience: Four (4) years of direct experience in appraising and one (1) year in a supervisory capacity over appraisal professionals. Supervisory Appraiser IV must demonstrate proficiency with integrated word processing and spreadsheet functions. Equivalency Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.
