Summary The Supervisory Budget Analyst position is located within the Office of Planning, Budget, and Evaluation (OPBE), Office of Management Programs (OMP), Civil Division. The incumbent serves as the Chief of Budget formulation and principal advisor to the Budget Officer with respect to budget formulation and strategic planning. The incumbent supervises all operations of the Budget Formulation Unit. Responsibilities As a GS- 0560-15, your typical work assignments may include the following: Supervising permanent employees assigned to the Unit. Identifying projects, organizing the work, and reviewing trends in workload and staff availability. Managing all aspects of the development of the Spring Call, OMB, and Congressional budget. Analyzing legislation, regulations, and policies that could impact Civil's workload. Forecasting workload and resource requirements for all of Civil's litigating branches, administrative offices, and compensation programs. Managing an array of budget and financial management issues and activities. Evaluating implementation of civil procedures and proposing budgetary resources to ensure compliance. Serving as point of contact for a variety of OMB-generated projects, including the development of budgets and strategic plans, and the development of Legal Representation letters. Serving as internal consultant to the Executive Officer, Comptroller, and Budget Officer on specific programs. Requirements Conditions of Employment Qualifications To qualify for the position of Supervisory Budget Analyst at GS-0560-15 , you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level as listed in the qualifications below. Time-in-Grade applies if you are in a current GS position or held a GS position within the previous 52 weeks. Additionally, please ensure to submit an applicable SF-50 (please refer to the "required documents" section for additional information). If you are a current of former government employee you are required to upload your most recent performance appraisal. To qualify for the GS-15 Supervisory Budget Analyst, you must demonstrate that you have one year of specialized experience equivalent to the GS-14 level in the federal service performing such duties as: administering and managing budget programs; developing and presenting budget plans; identifying budget program trends and problems; recommending solutions to budgetary issues; developing budgetary submissions and providing authoritative source of advice and assistance to the organization; overseeing budgetary and financial actions; providing recommendations to new policies and disseminating budget policies and procedures to the organization.
