Summary This vacancy is for a Supervisory Budget Analyst position in the Chief Financial Officer located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. Responsibilities Function as the Assistant Division Chief for Budget Formulation within the Budget Division. Formulate the annual congressional budgets. Provide authoritative interpretations and recommendations of Congressional legislation and OMB policies and precedents. Analyze budgetary and accounting data, and complete spreadsheets and budget exhibits. Develop budget estimates and analysis of budgetary trade-off decisions. Requirements Conditions of Employment Qualifications This Job Opportunity Announcement may be used to fill other Supervisory Budget Analyst, GS-0560-15, FPL 15 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Specialized Experience: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: Directing and managing budget operations such as planning, formulation, budget estimates, congressional justifications, control and review of budget accounts; directing roles and responsibilities of staff, to include: overall goals and objectives and developing skillsets; providing authoritative interpretations and recommendations of Congressional legislation, and agency and OMB policies and precedents; performing budget analysis functions, such as budget formulation or budget execution; performing a wide variety of analytical duties, such as developing, reviewing, justifying, and presenting budgets for an agency or projecting costs and revenues; providing advice or guidance to senior management on the Federal budget process and appropriate budgetary/financial accounting actions to be taken to meet business needs; developing, recommending, and implementing budgetary policies affecting the financing and accomplishment of programs. Education: Education can not substitute experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer. Education Additional Information If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once renovations are completed for your area, you will be notified when to return to the office. At that time, you will be expected to work from your duty station, and you may be eligible to telework, up to 8 days a pay period depending on your respective work schedule, with approval from your supervisor.
