About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (Acq-Demo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS grade 14 Step 1 to the highest equivalent GS 14 grade step 10 in the broadband. Base Salary ranges from $104,604 - $135,987. Responsibilities Serves as Contracting Officer and Branch Chief managing, and directing the daily operations such as contract negotiations, awards (pre and post), contract modifications, contract management/administration, and terminations. Reviews negotiation strategies on procurements and provide direction and guidance on a variety of contracts. Ensures compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Department of Defense Grant and Agreement Regulations, 10 USC2371b, 2 CFR 200 and other contracting policies and procedures. Serves as an advisor identifying procurement problems and developing innovative solutions, providing recommendations and rationale for contracting strategies to meet mission partner objectives. Reviews, analyzes, and evaluates regulations to provide authoritative interpretations on specific policy and procedural regulations, directives, and other contracting guidance from the DoD and DA and apply procurement laws, rules, and regulations. Assigns work and establishes priorities; evaluates the performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters. Plans work to be accomplished by subordinates, sets and adjust short-term priorities, and prepares schedules for work completion. In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes:1). Performing the duties of a warranted Contracting Officer, reviewing and approving complex contract negotiations; 2) Managing negotiations, pre-award, post-award functions involving complex and specialized procurements for various government contracts; 3) Ensuring command compliance with Federal Acquisition Regulation (FAR), DoD, DA, Department of Defense Grant and Agreement Regulations on all contractual actions for assigned procurements; 4). Issuing solicitation notices in compliance with regulatory and procedural guidelines. 5) Advising senior management on key contracting and procurement issues. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13). You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Leadership Oral Communication Planning and Evaluating This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty. Locality for Durham, NC is 21.90% and Austin, TX is 19.99%, which will be added to the base salary once location is determined.
