You will serve as the Contracting Operations Branch Chief responsible for the Enterprise Operations, Data Systems, and Coordination of Functional Activities within the Army Contracting Command-New Jersey (ACC-NJ). Responsibilities Responsible for managing contracting activities, through subordinates, associated with execution of Base Operational Support requirements, thru the use of Job Orders and, Service and Architectural-Engineering Contracts utilizing the Brooks Act. Serve as Branch Level Supervisor/Group Manager with responsibility for managing, through subordinates, all contracting activities associated with acquisition planning, solicitation issuance, proposal evaluation, negotiation, and contract execution. Oversee the proper utilization of the R.S. Means Pricing Methodology in negotiating renovation/construction projects and apply the proper Davis Bacon Act wages and hour division and articulate certified payroll records to ensure compliance. Oversee and manage the administration of Installation and Base OPS contracts for Picatinny’s Department of Public Works to include; Utility Contracts, Renovation/Construction Contracts, and Service Contracts in support of tenant mission requirements. Basic Requirement for Supervisory Contract Specialist:Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.ORExemption: You are exempt from the education requirements above if(A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;OR(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Performing the duties of a warranted Contracting Officer, reviewing and approving complex contract negotiations; AND 2) Managing negotiations, pre-award, post-award functions involving complex and specialized procurements for various government contracts; AND 3) Conducting conferences in compliance with regulatory and procedural guidelines; AND 4) Advising senior management on key contracting and procurement issues; AND 5) Providing direction and guidance through subordinate leaders. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
