SUPERVISORY CONTRACT SPECIALIST
Summary You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Carrier Industrial Repair Division (Code 430), Contracting Office (Code 400) of NORFOLK NAVAL SHIPYARD. Responsibilities You will manage detailed price and cost analysis principles and basic accounting practices as they apply to contract proposal evaluation and contract administration. You will utilize knowledge of cost realism analysis, principles and legal guidelines. You will use the Standard Procurement System {SPS) and Enterprise Resource Planning (ERP) as they relate to the electronic acquisition process. You will use the Federal Procurement Data System - New Generation (FPDS-NG), Wide Area Workflow (WAWF), and Electronic Data Exchange. You will plan, direct, and coordinate contract awards and administration actions on the full range of fixed-price, cost, award fee, and incentive fee contract types. You will manage negotiations of all change orders involving specifications, funding, delivery and acceptance, and /or terminations. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience serving as an authority on the acceptability and applicability of related contractual matters using DON, DOD, and Federal Government contract and procurement principles, policies, and procedures required in support of major NAVSEA Program Offices; to direct the planning, development, implementation, and administration of all contractual actions required to support major multi-million-dollar programs. Experience managing several simultaneous, inter-related contracts with different contractors, ensuring equitable treatment of each contractor and close coordinate of change requirement. Experience providing technical direction for tasks, and integrating work performed by the subordinate contracting officers, contract specialists, and contract administrators assigned to him or her on behalf of the project. Experience demonstrating knowledge and experience in negotiating complex business transactions that include detailed cost and price analysts using recognized statistical technique. Experience utilizing negotiation principles in developing pre-negotiation strategy and overseeing or conducting negotiations and in directing or performing post award negotiations involving contract changes or modifications. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
