SUPERVISORY CONTRACT SPECIALIST (TITLE 5)
Summary This National Guard position is for a SUPERVISORY CONTRACT SPECIALIST (TITLE 5), Position Description Number T0044000 and is part of the FL USPFO, National Guard. Responsibilities As a SUPERVISORY CONTRACT SPECIALIST (TITLE 5), GS-1102-14, you will plan work to be accomplished by the organization which consists of full-time civilian and military subordinates engaged in professional, technical and administrative contracting work. Independently decides how to accomplish goals within the framework of DoD, Department of the Army (DA) and National Guard Bureau (NGB) policies and regulations. Responsible for safeguarding the interests of the United States in its contractual relationships. Directs work through the technical and administrative direction of others, subordinate supervisors and team leads. Responsible for significant funding levels and/or commitments extending over long periods of time; high visibility within the DoD (Congressional Notification Requirements) and/or the final contractual product with complex terms and conditions, sophisticated pricing/cost analysis and unique acquisition processes. Supervises and manages a geographically separated and diverse employees (T5, AGR, DSG/MDAY, and Technician) professional staff through subordinate staff supervisors. Plans work to be accomplished by subordinates, sets and adjusts short-term and long-term priorities, prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Develops and reviews all employee performance standards. Prepares and renders work performance evaluations on military subordinate supervisors, military/civilian employees and all other nonsupervisory employees rated by subordinate supervisors. Maintains management-employee communications by helping to clear up perception problems and assisting employees in improving their performance. Conducts reviews of complaints and/or grievances and makes every effort to reach complaint/grievance resolutions. In situations involving complaints and/or grievances of a serious nature, refers the individual or group complaint and/or grievance to the appropriate agency, such as Military Equal Opportunity or Equal Employment Opportunity. Oversees and applies minor disciplinary actions, such as warnings and reprimands; recommends other action in more serious cases; reviews and approves serious disciplinary actions involving nonsupervisory subordinates. Reviews submissions for award recommendations awards for supervisory and nonsupervisory personnel. Leave approval authority for civilian and military personnel. Reviews expenses related to employee travel, receives overtime requests and makes recommendations to the delegated funds manager and reviews time and attendance reports. Coordinates on personnel actions for vacancies; develops interview criteria; participates in initial screening and interviews of applicants for all contracting position within the State. Ensures all Contracting Officers must be rated by the Contracting Chain of Command. Requests hiring incentives as needed for mission accomplishment. Supports the Whistleblower protection program by responding constructively to employees who make protected disclosure under 5 U.S.C.2302 (b)(8); taking responsible and appropriate actions to resolve any such disclosures; and creating an environment in which employees feel comfortable making such disclosures. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: This position is in the Exceptive Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)" and is open to on board (Tenure 1, 2 and 3) federal employees/technicians (T32 and T5) within the agency. Tenure can be in block 24 on your latest SF 50 (General adjustment). PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. CERTIFICATION: The Defense Acquisition Workforce Improvement Act (DAWIA) requires specific training requirements for current contracting and acquisition employees. You must submit with your application a complete DAWIA Course Certificate Level I to be eligible. MINIMAL EDUCATION REQUIREMENT: Minimum education requirement a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. GENERAL EXPERIENCE: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. SPECIALIZED EXPERIENCE - GS14: Must have one year of specialized experience at the GS-13 level analyzing, developing, and implementing acquisition policy and procedures to include the following: Preparing analyses, alternatives, and recommendations for streamlining initiatives, metrics, point-papers, status reports, and staffing actions. Providing Acquisition advice and internal review of contract strategies, plans, and techniques. Reviewing solicitations and related documents and contracts ensuring compliance with laws, regulations, and directives. NOTE: Must have Level 1, DAWIA Professional Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below). Any applicant selected will receive a tentative offer of appointment contingent upon passing a Contracting Officer Review Board (CORB) as this position is required to hold a warrant as a condition of employment. TEMPORARY PROMOTION- For On-board FLNG Title 5 selectees only: This is a special program funded position. Permanent employees in the Title 5 excepted civil service who accept this position will retain their permanent tenure status AND return to their previous Title 5 position if/when funding is halted. INDEFINITE APPOINTMENT-For On-board FLNG Title 32 selectees only: An on-board individual employed in the Title 32 excepted civil service who accepts this position, will receive an indefinite appointment (Tenure 3) to the T5 Excepted service. The indefinite appointee will have no reemployment rights to any other position and may be separated. INDEFINITE APPOINTMENT- For FLNG Members (Not Current T5 or T32 Onboard) Selectee will receive an indefinite appointment (Tenure 3) to the T5 Excepted service. The indefinite appointee will have no reemployment rights to any other position and may be separated. Education You must provide transcripts or other documentation to support your educational claims.
