SUPERVISORY FACIILITY SUPPORT CONTRACT MANAGER

Responsibilities You will analyze contract funding reports to evaluate request for contract modifications and change in orders. You will inspect completed contract work to identify deficiencies that require correction. You will administer work assignments to personnel to achieve the goals of the command. You will oversee administration of contracts to ensure work is completed in accordance with specifications. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Acting as a representative in interpreting contract clauses for negotiation modification and task orders, 2) ) Applying procurement regulations, policies, and procedures; 3) Ensuring employees are provided awareness training in Facilities Contracts, safety, protection of owned property and Employee Equal Opportunity policies and programs to evaluation employee performance, 4) Applying technical writing concepts, principles and practices to develop, manage and assess facility support contracts; 5) Reviewing proposals against previous history, actual expenditures and established rates to evaluate the reviews performed by cost/price analysts using EPS and weighted labor rates; and 6) Using computer and applicable software (i.e. Microsoft Excel, word, Project management and Power Point to prepare reports for cost estimates and maintenance schedules. Education Additional Information This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement. A 40-hour work week is typical for this position. Incumbent may be required to work additional hours over normally scheduled hours. PCS is not authorized. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. Physical Demands: The work is mostly sedentary, but walking, stair and ladder climbing is required in visits to the contractor's facility and/or place of work. Site visits can be for exterior or interior efforts where weather will be a determining factor in performing duties above. Work Environment: Work is performed primarily in an office setting but may involve some outside visits to contractor work areas where construction safety equipment is required to be worn. Employees may be required to use protective clothing or gear, i.e., hardhats, steel toed boots, safety googles, gloves or shields during occasional visits to job sites, workspaces and customer facilities.
