Supervisory Facility Operations Specialist
Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Deputy to the Chief of the Regional Rivers Repair Fleet - Huntington District, with a Permanent Duty Station located in Huntington, WV. Responsibilities Serve as assistant planner and scheduler of the Regional Rivers Repair Fleet (R3F) Units and the repair stations. Coordinates with R3F Fleet Unit Chiefs/Superintendents on work scheduling and Fleet Unit utilization within the Ohio River Basin. Assist with developing schedules and coordinates major maintenance and support activities to be performed by the regional fleet units and repair stations. Provide functional expertise in the performance and execution of major maintenance work concerning lock and dam gates, lock filling and emptying valves and associate operating systems. Regularly communicates with Fleet and Repair Station Branch Chiefs and supported district Technical Support and Maintenance Branch Chiefs to assure established work scopes are being executed to an acceptable standard and in a safe and timely manner. Reviews Project Management Plans (PMP's), Scopes of Work (SOW's), Accident Prevention Plans (AAP's) and Activity Hazard Analyses (AHA's) for scheduled and upcoming projects and provides appropriate feedback. Oversee the operations and maintenance of over 40 items of major equipment and floating plant. Directly supervise R3F 5-person R3F command and control staff (R3F Safety Manager, R3F Plant Manager, two Program Analysts and Administrative Support Assistant). Assist R3F Fleet Unit Plant Managers with contracting actions and lead weekly R3F coordination call with Huntington District Contracting Division. Assist with R3F Staffing Plan development and participate in weekly coordination calls with CPAC to discuss current and pending hiring actions. Performs other duties as assigned. Specialized Experience: One year of specialized experience which includes: operations and/or maintenance of navigation facilities; experience at a navigation project; knowledge of navigation operating components such as lock gates and culvert valves, discharge/intake systems; and experience in a lead or supervisory position. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
