SUPERVISORY FINANCIAL MANAGEMENT ANALYST

Responsibilities You will serve as a SUPV FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT DEPARTMENT at NAVAL COMPUTER AND TELECOMMUNICATIONS STATION (NAVCOMTELSTA). You will perform all duties defined by Office of Personnel Management (OPM) for first-level Supervisors for direct-reporting personnel. You will plan, assign and schedule work and evaluate subordinates’ individual performance and work products to include reimbursable funding and other administrative actions pertaining to department operations. You will formulate the command budget and cost estimates to support plans, problems and activities. You will analyze and recommend cost and benefits of alternative methods of financial management of organization’s reimbursable programs and administrative operations. You will serve as the Financial Systems Subject Matter Expert utilizing a variety of budget and accounting programs to ensure funds are properly allocated and are being obligated in a timely and effective manner. You will assist comptroller with coordinating annual budget requests and requirements for the command. You will identify problem areas and recommend solutions and necessary changes to supervisor. Requirements Conditions of Employment Qualifications Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:- -Experience working with Standard Accounting and Budget Reporting System (SABRS), Command Financial Management System (CFMS), Purchase Request Form (PRF), Wide Area Work Flow (WAWF) programs, and Navy Enterprise Resource Planning (NERP) or similar programs. -Experience reviewing and reconciling financial statements in compliance with federal laws, regulations and requirements. -Experience mentoring subordinates and working well and coordinating with other departments contributing to a team atmosphere. -Experience presenting and defending budget estimates before higher authorities, reviewing and evaluating budget request, and reporting of obligations and expenditures. This position is within the Work Category SUPERVISION & MANAGEMENT at Work Level FULL PERFORMANCE, Series and Grade GG-0501-12. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. Overtime may be required based on mission/workload or other deadlines and may include evenings, weekends and holidays. Working with supervisor in developing valid work performance standards and Individual Development Plans on an annual basis. Completion of annual (re-occurring); one-time, and specific training via various methods of instruction/delivery. This position is in the excepted service and does not confer competitive status. In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
