SUPERVISORY FINANCIAL MANAGEMENT ANALYST
Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the BOARD of INSPECTION and SURVEY (INSURV) of PRESINSURV NORVA. Responsibilities You will create budget formulation and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities. You will review and evaluate budget requests, control, reporting of obligations and expenditures, contractual datal and provide detailed summaries of cost analysis and projections. You will prepare plans, programs, budget, and accounting for both labor and non- labor funding to include projections for annual execution, Presidential Budget (PB), and Project Objective Memorandum (POM) submissions for higher level review. You will monitor authorizations, reservations, obligations, expenses, and liquidation documents, reconcile them using various reports and using the financial system of record and additional reporting tools aligned to INSURV. You will implement legal and regulatory controls over approved budgets, implement internal controls, and provide advice on acquisitions and use of funds to support the organization’s programs and activities. You utilize assigned time and attendance software to perform a variety of functions as the oversight timekeeper and system administrator for civilian pay. You will act as a higher-level liaison to Defense Finance and Accounting Service (DFAS) to resolve any issues related to civilian pay and leave. You will analyze civilian pay expenses utilizing Work Year Personnel Cost (WYPC) reports to ensure obligations and liquidations are executed in accordance with fiscal controls. You will monitor labor execution and initiates corrective action for shortfalls via higher level FMA, working with BSO for additional funds where appropriate. You will examine all pay-related and accounting and financial functions to ensure internal accounting systems and administrative controls are sufficient to reasonably ensure all obligations and payments comply with applicable laws. You will work closely with the financial management staff to extract needed information for targeting and studying suspected potential weaknesses and develop a schedule of corrections. You will plan work, sets priorities, and schedules work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will develop performance standards and evaluates employee performance while providing technical and administrative oversight, advice, and instruction Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience creating budget formulation and estimates to support plans, programs, and activities, while presenting and defending budget estimates before authorities. Experience in reviewing and evaluating budget requests, control, and reporting obligations and expenditures. Experience developing, determining, and interpreting organization budgetary policies and procedures. Experience analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations. Experience implementing legal and regulatory controls over approved budgets, implementation of internal controls and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
