Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST for the NVRECRUITNGCMD. Responsibilities You will assist in the implementation and revision of all resource management policies, plans, and programs to facilitate the effective, efficient, and timely application of resources. You will formulate budgets to support plans, programs, and activities, including presenting and defending budget estimates to higher echelons, Office of the Secretary of Defense (OSD), and Congress. You will participate in oversight/management of the development of all planning, programming, budgeting, and execution submissions supporting the organizations strategic vision and goals You will provide advice on financial transactions and program execution, and ensure the financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution and financial management reports. You will serve as the senior liaison for budget, accounting, auditing, and financial management policy, laws, and procedures within the organization. You will direct the execution and accounting efforts by ensuring the official accounting systems and memorandum accounting systems are reconciled. You will direct any financial and accounting system change requirements to ensure it is rolled out effectively and staff is trained to execute under the new or modified financial and accounting systems environment. You will provide technical and administrative oversight, set priorities, develop performance standards, evaluate employee performance, interview candidates, recommend hiring, and hear and resolve employee complaints. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Formulating budgets and defending budget estimates to support plans, programs, and activities; 2) Advising personnel on financial transactions and program execution; 3) Preparing financial management data, listings, and reports regarding the status of funds to submit to leadership; 4) Addressing management issues and programs as they relate to resolving accounting, financial execution and reporting, audit deficiencies, and the allocation of resources; and 5) Planning, organizing and directing teams utilizing administrative and interpersonal skills.
