Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the BOARD OF INSPECTION AND SURVEY (INSURV) of PRESINSURV NORVA. Responsibilities You will analyze and recommend costs and benefits of alternative methods of financial management of an organization’s programs and administrative operations. You will implement legal and regulatory controls over approved budgets. You will implement internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will formulate budget estimates to support plans, programs and activities; to include presenting and defending budget estimates before authorities. You will review and evaluate budget requests, control and reporting of obligations and expenditures. You will interpret, develop and determine budgetary policies and practices. You will plan work, set priorities, and schedule work as necessary to ensure effective and expeditious accomplishment of priority work. You will assign work to subordinates based on employee capabilities, priorities and difficulty, and develop performance standards and evaluate employee performance. You will resolve employee complaints, refer serious complaints lacking resolution to higher level supervisors. Requirements Conditions of Employment Qualifications To qualify for the SUPERVISORY FINANCIAL MANAGEMENT ANALYST (TRAVEL), GS-0501-13 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to GS-12 the grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with the concepts, principles, practices, laws, and regulations of budgeting and financing and their relation to subordinate and senior levels. Experience developing, recommending and implementing budgetary and financial policies and regulations. Experience reviewing and interpreting the impact of new and revised Congressional legislation. Experience developing and rendering authoritative interpretations of executive orders and OMB guidance within and across agency lines. Experience leading, supervising, counseling and motivating employees.
