The primary purpose of this position is: To serve as the Supervisory Support Manager and acts as the Director when the Director is absent, at the only Family Style Dining Facility in the Air Force. Responsibilities Plans, organizes, and directs the activities of the Support Operations Activity of the Cadet Food Service located atthe USAF Academy, ensuring that the financial service operations comply with legal and regulatory requirementsand meet customer needs. Exercises supervisory personnel management responsibilities. Represents Cadet Food Services with a variety of installation and functional area organizations. Establishes, defines, and implements requirements for support operations programs to ensure services and functionsare in line with organizational goals and mission requirements. Oversees the data information, training, logistics and nutrition for the Cadet Food Service Program. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. This is a Temporary position NTE 13 DEC 2025. The individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management Positions for Food Services Series, 1667. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Which includes knowledge of a wide range of manpower, personnel, education, instructional systems, services operations, directives, programs, and procedures; Knowledge of safety, security, personnel management, and EO regulations, practices, and procedures; Knowledge of financial, budget, and resource management practices and principles FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of manpower, personnel, education, instructional systems, services operations, directives, programs, and procedures. Knowledge of safety, security, personnel management, and EO regulations, practices, and procedures; Knowledge of financial, budget, and resource management practices and principles Skill in gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve problems. Ability to plan, organize, and directs the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors and has an ability to communicate both orally and in writing. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Must have knowledge of planning culinary activities, and portion control and progressively responsible experience in quantity cooking, preparation of a variety of food items, menu planning, quality and cost control of food preparation, inventory and storage procedures for food supplies and equipment, and procurement of food supplies and equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
