SUPERVISORY INDUSTRIAL SECURITY SPECIALIST
Summary The Due Diligence Chief (DDC) serves as part of the Office of Entity Vetting senior leadership team and is responsible for supervising the production of Entity Vulnerability Assessments (EVA) on companies business integrity and lawful conduct and FOCI risk indicators. Responsibilities As a SUPERVISORY INDUSTRIAL SECURITY SPECIALIST you will be responsible for the following duties: This position devotes a minimum of twenty-five percent of its time to classical supervisory activity in overseeing the work of up to four (4) GG14 Due Diligence Deputy Chiefs that each oversee teams of up to eight (8) GG11 to GG13 Due Diligence Team Leads (DDTL), Due Diligence Analysts (DDA), and contractor staff. Serve as a foremost technical expert in due diligence, business and security research, associated analytical techniques, and related processes and procedures related to the NISP and other mission areas under EV purview. Provide highly technical authoritative direction and feedback to government and contractor staff, other internal parties, and external parties related to due diligence, business and security research, associated analytical techniques, and related processes and procedures. Provides expert, authoritative advice and consultation to senior management within DCSA, to high level officials in the defense industry, vendors, and personnel in other agencies affected by the DCSA mission. Provide coaching, training, and mentoring to supervisors and team leads under their control and direction and developing continuity of operations based on EV guidance. Identify areas for improvement, determine the appropriate course of action addressing the areas, and implement solutions; areas for improvement may include workflow enhancements, organizational structure changes, additional resource requests, policy changes, additional training needs, and updates to internal guidance. Monitors Unit metrics against established key performance indicators (KPIs) and prepare the timely dissemination team performance metrics on a recurring basis as requested. Participate and serve on Agency, Department, and Executive Branch meetings and working groups on topics related to corporate due diligence by providing subject matter expertise, as necessary, and promoting the capabilities and reputation of DCSA while fulfilling Agency strategic objectives. Conduct studies, inquiries, and metrics reviews and analysis, as necessary, ensuring accuracy of consolidated metrics reporting prior to submission beyond DCSA and informing updates to established policies, procedures, and decisions. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-14) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Advanced experience managing a portfolio, projects, programs, or systems; Expert knowledge of security, intelligence, and business, as well as the ability to understand workflows, metrics/production requirements, and needs analysis; Advanced experience training, leading, and mentoring others; Utilizing full understanding and ability to execute vetting principles and practices to address program, technology, organization, or individual risk; Advanced experience auditing approved risk management activities or determining risk management requirement activities to ensure adherence to applicable regulatory standards and internal style guides. Specifically you will be evaluated on the following competencies: 1. Program Security- Employs an array of acquisition and contract security measures to sustain secrecy of highly sensitive USG programs and/or activities. Prevents unauthorized disclosure of national intelligence program information throughout the contract lifecycle. 6. Vulnerabilities Assessment and Management- Conduct assessments on threats and vulnerabilities, determine the level of risk, and develop and recommend appropriate mitigation countermeasures in operational and non-operational situations. Conduct assessments in a counterintelligence context to protect against espionage, other intelligence activities, and sabotage conducted for or on behalf of foreign powers, organizations or persons, or international terrorist activities.
