Responsibilities You will serve as a SUPERVISORY IT PROJECT MANAGER (SYSANALYSIS) in the CMD, Control, COMM and COMP SYS DIR, IT SERVICE EXECUTION DIV, MARITIME COMPONENT/AREA COMMAND C4 SUPPORT(N645), PACIFIC REGION C4 SUPPORT UNIT(N6455), San Diego, CA. You will direct a staff of technical specialists and provide them with supervisory guidance, planning, design, and technical assistance. You will provide direct oversight and management of shipboard and shore C4 systems and ensures system compliance with applicable laws, regulations, policies, standards, and procedures. You will manage incident and problem management systems to effectively recognize, report, track, and resolve customer service issues and problems. You will develop and implement processes and procedures to improve reliability and supportability of C4 systems You will manage multiple projects designed to support the MSCPAC mission. You will maintain direct interaction with customers to determine the level of capability and support required from shipboard and shore C4 systems. Requirements Conditions of Employment Qualifications Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1) Attention to Detail- Is thorough when performing work and conscientious about attending to detail. 2) Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience directing a staff of technical specialists and providing supervisory guidance, planning, design and technical assistance. Experience serving as a Project Manager for the implementation, maintenance, and lifecycle of multiple information technology systems and projects. Experience in IT systems, acquisition regulations, practices, and procedures. Experience administering complex, multi-function IT contracts as the Technical Point of Contact. Experience managing financial control and budget systems. Education Additional Information This is an obligated position. The former incumbent has return rights to this position under PL 86-585. Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
