SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (NETWORK)
Summary You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (NETWORK) in the TECHNICAL SUPPORT DIVISION, INFORMATION TECHNOLOGY & CYBERSECURITY of PORTSMOUTH NAVAL SHIPYARD. ***APPOINTMENT TYPE: TEMPORARY PROMOTION NOT TO EXCEED 1 YEAR AND MAY BECOME PERMANENT WITHOUT FURTHER COMPETITION*** Responsibilities You will utilize collective bargaining and skill when negotiating program implementation and change. You will oversee all IT functions to develop and interpret policies, procedures, and strategies governing the planning and delivery of IT services. You will be responsible for understanding the capital planning regulations and policies sufficient to demonstrate total cost of proposed investments and provide input to the IT capital planning process. You will establish and monitor metrics used in evaluating the accomplishment of IT goals and objectives and develop and maintain strategic plans. You will plan, assign, and evaluate work of subordinate employees, ensuring timely performance of a satisfactory amount and quality of work. You will prepare detailed technical reports recommending to higher management the most effective systems approach to ensure the highest benefit to the command. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing project management principles, methods and practices, including developing plans and schedules, eliminating resource requirements, defining milestones and deliverables, monitoring activities to manage assigned projects and to work with other departments to establish priorities for IT investments and build business cases. Experience designing, developing, and managing systems that apply, extend, enhance, or optimize existing IT architecture. Experience applying knowledge of new IT developments and applications such as hardware, software, network and telecommunications, as well as the interrelationships of multiple IT specialties to develop solutions to integration/interoperability issues. Experience applying advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the agency. Experience managing the preparation and planning of security documentation for assignments in accordance with department, and local standards. ________________________________________ and _____________________________________ Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. IT-related experience demonstrating this competency includes: Exchanging technical information, coordinating and advising on work efforts and the implementation of changes to various security operations, discussing new or revised requirements. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency includes: Communicating complex technical and non-technical requirements to senior management officials. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Evaluating and anticipating technological, mission, funding, and other changes over a long term project to tailor methods and plans for use in the existing organization and to implement frequent modifications.
