The primary purpose of this position is: as an Air Reserve Technician (ART) officer position is: as an Air Reserve Technician (ART) officer position to serve as the Senior ART/Intelligence, Surveillance, and Reconnaissance (ISR) Group Commander or Senior ART/CD, assigned to the 655 ISRW. Responsibilities Plans, organizes, and oversees the activities of the Intelligence, Surveillance, and Reconnaissance Group. Exercises responsibility and authority for planning and managing the overall efficiency and effectiveness of the organization's ISR operations, providing strategic and operational leadership, and communicating the strategic plan, mission, vision, and values, for all ISR operations, training, and readiness programs for the highly technical and complex multi-disciplined organization and subordinate units. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through squadron commanders and subordinate supervisors. Represents HQ AFRC, NAF, Wing, and ISR Group with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships commanders, managers, supervisors, other senior officials, HQ AFRC, Air Staff, and officials from the gaining major commands and DoD and national level agencies. Manages ISR training and readiness for the group. Develops operational plans, standard operating procedures, and implementing instructions, which pertain to general military training and readiness of assigned unit personnel, ISR, and command center communications training. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. **Salary ranges include local market supplements.** This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Management/Supervision" work category are at the "Mission Management" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. Position may be eligible for DCIPS STEM TLMS. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience overseeing the daily intelligence activities to include research, analysis, and interpretation of intelligence operational planning and decision making; expert knowledge of all-source intelligence planning, collection, analysis, and dissemination to include counter-intelligence, geospatial, imagery, human, signals, and measurement and signature intelligence. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Must be fully qualified and experienced intelligence officer, having operational experience in at least two of the below intelligence disciplines-Cyber ISR, HUMINT, SIGINT, GEOINT/MASINT, All-Source Analysis/Fusion Analysis, Acquisition Intelligence, collection management, and dissemination, analytical production management, and dissemination. Knowledge of conducting Cyber ISR, HUMINT, SIGINT, GEOINT/MASINT, All-Source Analysis/Fusion Analysis, Acquisition Intelligence, collection management, and dissemination, analytical production management, and dissemination. Demonstrated knowledge and understanding of national, DoD, and U.S. Air Force statutory and regulatory policies, directives, and procedures relating to ISR activities. Must be highly knowledgeable in the capabilities, limitations, and techniques for employment of ISR platforms. Develops and articulates strategy and actions to implement the vision of the work unit that is consistent with organization's goals. Conditions of Employment Continued: This is an Air Reserve Technician Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to participate in unit training assemblies (UTA). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties. Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay.
