Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the Institute for Water Resources - Risk Management Center. This position will be filled on a permanent basis. This is not a Remote position. Responsibilities This position will serve as a Supervisory, GS-14 subject matter expert in civil engineering or engineering geology in support of design, construction, and risk analyses of large, federal systems of dams and levees. Serve as an international authority and advisor on all matters pertaining to dam or levee engineering. Serve in a lead technical role on risk assessment and design teams. Serve as a lead reviewer for the agency and an independent advisor to senior leadership. Serve as a Lead Engineer/Geologist or Principle in Charge for complex water resources projects. Coordinate with other federal agencies regarding engineering guidance, policy, design methodology, and risk assessment methodology. Advise and mentor more junior scientists and engineers through both formal and informal training. Manages and independently leads USACE-wide efforts, using multi-disciplinary teams, to develop and revise regulations, guidelines, and other documented guidance associated with the evaluation of dams and levees. Provides oversight and direction of the overall technical functions required to make risk informed decisions on high-hazard dams and levees to ensure public safety. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for: Civil Engineer 0810: All Professional Engineering Positions, 800 Requirements for Geologist 1350: Geology Series 1350 (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Support dam and levee safety activities for projects both internal and external to the organization; 2) advise multi-disciplined engineering teams with the development of risk assessments for dams and levees; 2) assist with developing risk informed methodologies and tools for evaluating dam and levee performance; 3) attend and/or provide trainings on engineering, geology, and/or risk assessment at professional conferences, international workshops, or workgroups; and 4) apply a broad range of engineering policies and regulations to maintain and/or make recommendations to existing water resource program effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
