Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel within the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Senior Project Engineer/Architect for the Formerly Utilized Remedial Action Program (FUSRAP) Project Office which is assigned responsibility for management of activities related to the remediation of the FUSRAP sites in the St. Louis district. Responsibilities Assigns work, requests recruitment and/or in-service placement assistance, interviews and recommends selections for hiring and promotions. Performs technical oversight and supervises employees in performance of their duties and in preparing career plans, determines and provides necessary on or off the job training, and develops performance requirements/expectations. Receives complaints or grievances, resolves these within scope of authority, refers others to higher authority with appropriate recommendations. Keeps informed of work progress through review of quality assurance and progress reports and discussions with subordinates. Furnishes guidance and makes decisions on problems presented by subordinates and contractors concerning interpretation of drawings, plans, specifications, contract provisions, etc. Implements policy changes and management improvement activities as prescribed by District policy. Ensures the accomplishment of the construction and maintenance program on civil works within assigned area of responsibility. You will receive credit for all qualifying experience, including volunteer experience. Basic Qualifications: Basic Requirement for Engineering series: 0810 (Civil Engineer), 0819 (Environmental Engineer), 0830 (Mechanical Engineer), 0850 (Electrical Engineer) Basic Requirement for Architect series: 0808 In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: NH-03 Minimum Qualifications: Specialized Experience: One year of specialized experience which includes providing technical oversight on construction projects; providing contract administration for assigned projects; and leading and/or directing teams through construction, civil, and/or environmental projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. The NH-03 band encompasses grades GS-12 and GS-13 under the General Schedule (GS) system. The Formerly Utilized Sites Remedial Action Program (FUSRAP) Project Office is located just 15 miles from Downtown St Louis within suburban St Louis County. The Metro St Louis area features the world famous Gateway Arch, St. Louis Zoo, and many other attractions. Lambert International Airport and Amtrak are within close proximity. The FUSRAP Office includes on site employee parking and is close to banking, dining, and other services. This position will be located in Hazelwood, MO and will allow for situational telework only. This position is NOT eligible for Full Time telework. Recruitment or relocation incentives may be authorized at management discretion.
