Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Supervisory Interdisciplinary, GS-14 position with Alaska District, U.S Army Corp of Engineers and can be filled at either of the following duty locations: Elmendorf AFB, Alaska or Fort Shafter, Hawaii. The final duty location chosen is at management's discretion. Responsibilities Serves as senior technical expert and advisor and the Chief of the Hawaii and Alaska Regional Planning Team (HARP-T). Responsible for planning, organizing, directing, and preparation of technical studies for planning projects. Directs Planning studies for Civil Works and related activities of other USACE programs of the Region. Responsible for the Region’s plan formulation process and evaluation of monetary and non-monetary benefits derived from existing and proposed Civil Works projects. Plans work to be accomplished, and coordinates work of subordinate supervisors. Interviews candidates and makes selection for subordinate positions in the organization. Responsible for the technical sufficiency of planning documents prepared by government personnel and contract architect-engineering firms for the Civil Works and assigned other programs of Alaska and Honolulu. Advises Director, district commanders and senior leadership about impending delays or possible alternatives to avert delays. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
