Supervisory Interdisciplinary (Biologist/Environmental Engineer/Physical Scientist)
Summary About the Position: About the Position: Incumbent receives assignments as broad objectives expressed in terms of long-range goals and overall program objectives. Please see "Additional Information" section below for further details. Responsibilities Executes the Corps regulatory program to meet the needs of management and assigned functional responsibilities. Assures compliance with the governing public laws and regulations, interagency agreements, policies of Corps Headquarters, and the directives of the District Commander. Develops procedures to implement directives from higher authority, manages, and authorizes Division-wide program activities. Meets with customers to identify customers' needs and priorities to better manage customer expectations and regulatory resource needs. Plans and directs the implementation of functional responsibilities of the regulatory program which includes permit processes; enforcement/compliance; and programmatic initiatives and requirements. As the Supervisor, coordinates day-to-day activities of a staff. Conducts personnel management activities. Selects employees for placement and promotion to subordinate positions. Establishes performance standards and evaluates subordinates. Plans work to be accomplished, identifies, sets, and adjusts long-term priorities, and establishes schedules for completion of work. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Environmental Engineer: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Basic Requirement for Physical Scientist: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: One year of specialized experience which includes: 1) Processing complex and/or controversial Section 404 and Section 10 permit reviews, to include review of environmental documents; 2) Managing and guiding tasks by: organizing work to be completed by team members; establishing priorities and creating schedules for task completion; assigning duties according to employees' priorities and skills; evaluating work for sufficiency, accuracy, and compliance with policies and regulations; 3) completing Regulatory permit enforcement and compliance actions and investigations; and 4) utilizing verbal and written communication skills to support diverse teams (internal and external) in support of the Regulatory mission; and knowledge of Wisconsin or Minnesota state wetland and water regulations.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
