Summary These positions are located in the Bureau of Overseas Buildings Operations; Program Development, Coordination, and Support; Office of Design and Engineering; Interior Design Division (OBO/PDCS/DE/ID). This announcement will be used to fill the Branch Chief and Division Director vacancies. Similar positions within the Department may be filled through this announcement. For more information about this Bureau, visit: OBO Responsibilities Leads interior design projects to ensure technical adequacy, quality, and environmental sustainability. Plans interior design programs that incorporate the Bureau of Overseas Buildings Operations (OBO)'s goals and guiding principles of security, resilience, and stewardship. Manages both contract and federal staff by ensuring efficient project execution, overseeing employee workflow, and providing technical and administrative guidance. Collaborates with management and tenant organizations to ensure that all design and technical requirements are considered. Exercises delegated COR (contracting officer representative) authority to prepare, negotiate, and administer support service contracts. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which the applicant performed work concerning the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. In addition, qualifying specialized experience must demonstrate the following: Experience planning interior design projects or programs. Experience collecting and/or analyzing data to improve performance and efficiency. Experience developing interior space requirements and standards. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
