About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14/15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities. Responsibilities Serves as a Supervisory Inventory Management Specialist over strategic sourcing, order fulfillment, or distribution functions in Army Materiel Command (AMC). Lead, supervise, and develop a team of Procurement/Contract Coordinators, setting clear performance objectives, assigning tasks, and ensuring that team members understand their roles and responsibilities. Provide guidance and support to ensure that work is completed in line with organizational goals and performance expectations. Foster an environment of continuous learning by providing training, mentorship, and professional development opportunities for team members. Ensure that staff is equipped with the necessary knowledge and skills to successfully perform duties related to contract administration, sourcing, and procurement. Monitor the workload of the team, assigning work based on priorities and available resources. Ensure that tasks are appropriately distributed and completed in a timely manner, and address any issues related to workload or staffing as they arise. Regularly assess the performance of team members, providing constructive feedback and identifying areas for improvement. Conduct performance evaluations, ensuring that team members meet expectations and adhere to contract administration processes and standards. Facilitate communication between team members and other key stakeholders, such as Weapon System Directorates, contracting officers, and internal logistics teams. Act as a liaison to ensure that the team’s activities align with broader organizational objectives and that stakeholders are kept informed on progress and outcomes. Oversee both Pre-Award and Post-Award contract administration processes within the team, ensuring that all procurement activities comply with organizational standards and regulatory requirements. Provide technical guidance to the team on complex sourcing and contract management issues, ensuring effective solutions are implemented. Monitor team performance and ensure compliance with all relevant procurement laws, regulations, and internal policies. Take corrective actions when necessary to address non-compliance or performance deficiencies. Proactively identify issues and potential obstacles within contract management or procurement processes, providing solutions or escalating as needed to higher management. Address conflicts, discrepancies, or operational challenges quickly and effectively, ensuring minimal impact on overall team performance. Encourage and drive continuous improvement initiatives within the team, identifying opportunities to streamline processes, improve efficiency, and enhance overall contract administration and procurement functions. Foster a culture of innovation and continuous improvement to achieve organizational goals. Ensure that all necessary documentation and reporting related to contracts, procurement activities, and team performance is completed accurately and on time. Provide regular reports to senior management regarding team performance, contract status, and any significant issues or developments. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience is defined as: 1) Performing supply planning using an enterprise resource planning (ERP) system; 2) Leading a team and/or project to complete and meet program and production goals; 3) Delivering briefings and/or preparing reports; and 4) Analyzing supply data to identify and mitigate program risks. U.S. Army Communications Electronics Command utilizes Supervisory Cash Differential as a tool to incentivize and compensate supervisors based on organizational level and scope, difficulty, and value of the position. Once all eligibility requirements and conditions are met, the incumbent of this position may receive a Supervisory Cash Differential NTE 10% of the employee's basic pay (basic pay defined as pay without the locality rate) IAW the organization's Business Rules. The Differential is paid on a pay period basis with a specified not to exceed date of one year or less, is reviewed every year, and may be terminated or reduced as dictated by fiscal limitations or changes in assignment or scope of work. Superior qualifications and special needs pay setting may be authorized at managements discretion for eligible candidates. Salary negotiations for those candidates who are new to Federal service may be authorized. This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (Acq Demo) position in the NH-04 broadband, subject to the CECOM control point policy. Management will set the pay for this position consistent with the qualifications and education of the selectee and the expected contribution for the position. This is a DoD Acquisition Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities. This position is subject to the Command's policy regarding control points. The salary for this position ranges from the equivalent of GS14/step 01 to GS15/step 05. This supervisory position is subject to a salary control point equivalent to the GS-15, step 05 base salary, or if the incumbent's salary currently exceeds the GS-15, step 05 level the incumbent's salary may be put on a salary control point at the incumbent's existing salary.
