Supervisory IT Specialist
Summary This position is in the Asset Management & Engineering Applications (JLST), Software Development and Operations (JLS), Enterprise Shared Services (JL), Information Technology (J), Bonneville Power Administration (BPA). The purpose of the position is to serve as the supervisor of the Computer Automated Drafting & Design (CADD) Support team and a member of the IT Asset Management and Engineering Applications management team. Responsibilities As a Supervisory IT Specialist, you will: Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Develop performance standards and evaluate the work performance of subordinates. Interview candidates for positions in the organization and recommend appointment, promotion, or reassignment to such positions to higher-level supervisor. Liaison with business units to identify and deliver improvements to business workflows and CADD technology. Serve as the senior technical expert and advisor to the CADD support team. Lead the CADD support continuous process improvement efforts. Continually review and assess all aspects of CADD Support system operation functions, including compliance with industry standards and guidelines, business requirements, cyber security guidelines, and audit findings. Develop operational and system security controls for information systems managed under CADD support. Coordinate software/hardware upgrades and problem resolution with vendors, internal BPA IT support staff and clients. Provide direction and leadership in the planning, development, and administration of programs, systems, and work processes that are necessary to perform the critical mission and support activities required of the organization. Supervise all activities of the CADD Support team and act as the primary liaison to business units using CADD support technology to plan and deliver process improvements and technology advancements. First time supervisors will be required to serve a 1 year probationary period. May be required to serve as Contracting Officers Representative for BPA grants and agreements; this duty includes additional training and certification. This position has been designated as Non-critical Sensitive, Moderate Risk and requires a security clearance at the DOE "L" level. The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service. Qualifications BASIC REQUIREMENT: You must have IT-related experience demonstrating each of the four (4) competencies listed below. The experience must be IT related and may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. 1. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. To meet this requirement, you must demonstrate "Advanced" level proficiency in each of the four competencies listed above as follows: Advanced - You can perform the actions associated with each of these competencies without assistance. You are recognized within your immediate organization as "a person to ask" when difficult questions arise regarding each of these competencies. Focus is on broad organizational/professional issues; You have consistently provided practical/relevant ideas and perspectives on process or practice improvements which may easily be implemented; You are capable of coaching others in the application of each of these competencies by translating complex nuances relating to each competency into easy to understand terms; You participate in senior level discussions regarding these competencies; You assist in the development of reference and resource materials in these competencies. SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience is defined as: Experience and ability 1) Providing direction and leadership in the planning, development, and administration of Computer Automated Drafting & Design (CADD) or engineering related programs, systems, and work processes. 2) Providing customer support for CADD software and hardware, planning operational tasks and prioritizing team activities; AND 3) Acting as a liaison between business and IT functions and effectively communicating strategic direction to their team, customers and management. You will receive credit for all qualifying experience, including volunteer experience.
