Summary This position is located with the U.S. Department of State, Office of the Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the International Boundary and Water Commission (IBWC). The mission of the Office of Information Technology (IT) Operations Office is to employ a mission-centric approach to IT operations focused on customer service, collaboration, and innovation. Responsibilities One position will serve as the Supervisory Information Technology Specialist with an emphasis on Systems. This person will serve as the primary systems technical consultation and source of authoritative information regarding all aspects of assigned area of responsibility to ensure all continuous operations of all OIG systems and application, end user interoperability, technical, and quality assurance oversight for IT Managed resources. Servers as the Systems and database subject matter expert (SME) on the IT infrastructure team. Perform a variety of the most difficult integration and complex configuration duties requiring the application of expert knowledge, analyzing emerging requirements, assessing the feasibility of new systems, and identifying the causes of complex operational problems while making sure that information assurance principles are applied to every step of the process under all circumstances. Responsible for obtaining resources and assisting in identifying strategic objectives for the organization. Responsible for approving leave, establishing performance measurements, correcting behaviors that are detrimental to the organization. Fully supports the OIG policies concerning equal opportunities and demonstrates fairness in recommendations for appointment and sensitivity to the development needs of all employees. Responsible to coordinate and distribute work assignments amongst the staff. Coach team members in the selection and application of appropriate problem-solving methods and techniques. Serve as primary technical consultant and source of authoritative information regarding all aspects of assigned area of responsibility, including, Azure Cloud, and Palo and Cisco network devices. Serve as the system and database Subject matter Expert (SME) on the IT system infrastructure team. Develops and presents technical briefs for OIG IT senior leadership. Develop and manager customer service performance requirements, policies, procedures, and standards. Work collaboratively with the Chief Information Security Officer (CISO) and his team to create and maintain security plans, policies, procedures to prevent and defend against unauthorized access to OIG networks. Oversees the operational security of OIG systems in compliance with FISMA and applicable laws and regulations. Participates in and supports information security risk and vulnerability assessments for yearly assessment and authorization to identify vulnerabilities, risk and protection needs. As well as continuous monitoring efforts. Responds to data calls to ensure OIG systems and network compliance with government IT security regulations. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in resolving critical problems in organization wide systems. Experience in providing technical expertise to teams. Experience in testing and evaluating complex system software and hardware. Experience in developing new system approaches and techniques to be used within the organization and by others. Skilled in setting up centralized systems to collect and analyze systems and applications. Experience in planning work of others, setting priorities, and providing guidance throughout the work progress. Experience in addressing work related issues amongst employees. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
